Two command posts were set up to prevent people from entering the landslide area. Excavators were deployed and ready to move in. However, the mud at the site was too soft, making it difficult for the forces to approach.
To quickly search for the three missing victims, the City Military Command mobilized border guards, soldiers and militia to set up markers at key locations; expanded the inspection scope to the downstream area of the stream; and continued to use flycams to search from above.
On November 15, the City Military Command sent four sniffer dogs to the landslide area to identify locations suspected of burying people.
