
On July 9, 2024, the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) issued Decision No. 2260 on the issuance of temporary guidance documents on the issuance and management of MSVT for raw material forests, in which Lang Son is one of the 5 provinces selected for the pilot program; the goal is to issue 5,000 codes in 2025.
To implement the project, the Department of Agriculture and Environment has issued documents to pilot the issuance of MSVT, and assigned the Forest Protection Department to coordinate with relevant units to organize the implementation. Mr. Nguyen Huu Hung, Head of the Provincial Forest Protection Department, said: MSVT issuance is a modern management tool, helping to digitize forestry data, ensuring traceability of domestic and exported wood products. To implement MSVT issuance, the unit has selected areas with large areas of concentrated production forests in the old districts of Huu Lung and Dinh Lap; directed the regional forest protection department to coordinate with relevant units and the People's Committees of communes to organize propaganda, training, and guide people to register for forest MSVT.
Accordingly, the forest rangers in the areas have proactively coordinated with local authorities to propagate, mobilize, and guide households in need to register, prepare, complete documents, and install the iTwood system (forest product traceability system) to declare information about forest plots, establish and manage MSVT. Along with that, training courses on techniques for planting, caring for, and exploiting forests according to sustainable standards have also been organized by the forest rangers, helping people gradually become familiar with the management process and record forest planting diaries on the software.
Mr. Pham Cong Phong, Head of the Dinh Lap Forest Protection Department, said: After being selected to carry out this work, the department has coordinated with the People's Committees of communes to promote propaganda about the meaning and benefits of granting MSVT to the people. Thanks to that, up to now, in the Dinh Lap area, there are 5,374.8 hectares of forest granted MSVT, equivalent to 1,406 codes.
Thanks to the initiative of the professional sector, the People's Committees of the communes and the consensus of the people, up to now, the total forest area granted with MSVT in the province has reached 7,468.63 hectares (exceeding the set plan) with 4,053 codes for 2 organizations (Dong Bac Forestry One Member Co., Ltd., Hai Son Co., Ltd.) and 520 families in the old districts of Dinh Lap and Huu Lung. In particular, the area granted with MSVT for organizations is allocated according to 3 main tree groups including: eucalyptus, acacia and Bac Giang chestnut with a total area of 2,279.04 hectares. The area of families is allocated according to 5 tree groups: eucalyptus, native trees (sapwood, black canarium), acacia, cinnamon and pine with a total area of 5,189.59 hectares.
The coded forest areas will be scientifically managed through the iTwood application. On the application, all important information is fully updated including: forest owner information, forest lot address, lot area and coded area, tree species, tree variety, planting year, number of trees planted, cycle, planting method, exploitation time...
With each code, all information about tree varieties, planting year, care process, harvesting time... is fully updated on the system. This helps authorities monitor forest developments more conveniently, while creating conditions for forest products to have certified origin, meet standards to participate in wood supply chains, and expand domestic and export markets.
Mr. Sai Van Duc, a forest grower in Con Ang village, Dinh Lap commune, said: After being educated and trained by specialized units on forest MSVT, I registered and was granted MSVT for an area of about 15 hectares of acacia and pine. Having MSVT helps wood products have a clear and transparent origin, creating favorable conditions for future consumption.
Mr. Nguyen Huu Hung, Head of the Provincial Forest Protection Department, added: In the coming time, we will continue to coordinate with relevant units to promote propaganda, provide technical support, and guide people to register and update data. This is an important premise for Lang Son to effectively and transparently manage forests, increasing the value of local wood and forest products.
Forest MSVT issuance is an inevitable direction in the context of the forestry sector's digital transformation and deep integration with the international market, and is an important tool in the process of modernizing forestry management. When each forest has an "electronic identity", forest management and protection will be raised to a new level, contributing significantly to sustainable forestry development, associated with stable livelihoods for people in the province.
