An Thịnh apartment building is experiencing water leakage, and the management board is ignoring it.

Residents of An Thinh Apartment Building (Ngo Gia Kham Street, Bac Nha Trang Ward) have recently sent a letter to Khanh Hoa Newspaper and Radio & Television complaining about severe water leakage that has been occurring for over a year, potentially affecting the building's structural integrity. Despite repeated complaints from residents, the An Thinh Apartment Building Management Board has failed to fulfill its responsibilities in promptly addressing the damage.

The An Thinh apartment building, developed by Khanh Hoa Housing Development Company Limited, was inaugurated in November 2015. It comprises 9 floors with 160 apartments. According to complaints, in early 2024, residents discovered water leaks in several apartments. The leaks mainly originate from the bathrooms of the upper-floor apartments, seeping into the electrical conduits and then down the building's vertical axis. Many families have had to use styrofoam containers to catch the water flowing from their upper apartments. Due to a lack of timely remediation, the water leaks have spread to many apartments, posing a risk to the structural integrity of the entire building. Residents have repeatedly complained, but the building's management board has taken no action, nor has it hired an independent inspection unit to investigate and rectify the problem.

Mr. Phan Hung Phi (owner of apartment 109, An Thinh Apartment Building) stated that in mid-2024, he discovered water leakage in the bathroom ceiling. Water leaked down significantly in the mornings and afternoons when people were home. Mr. Phi reported this to Mr. Nguyen Hong Tin, Head of the An Thinh Apartment Building Management Board, but Mr. Tin only gave a vague response, saying the leak was from a junction box and that it needed to be opened up and inspected by a professional testing unit to determine the exact cause. “When I complained several times, Mr. Tin said that the upstairs apartment had a leak, and the downstairs apartment had to pay for the repairs. I found it very unreasonable, but I reluctantly agreed and paid 4 million VND to hire someone to repair the bathroom in apartment 209. When the repairman arrived, he discovered that the toilet in apartment 209 had collapsed, causing water to leak out and seep into my apartment. Upon inspection, my bathroom was found to have even worse water leakage, with water seeping down to the parking area. After that, a series of apartments on the same floor also reported water leaks, but they only made small, uncoordinated repairs; some apartments repaired, some didn't, so the problem wasn't completely resolved,” Mr. Phi said.

Mr. Tran Trong Dai's apartment had a water leak in the bathroom, which spread to the kitchen.

Mr. Tran Trong Dai (owner of apartment 119) said that his bathroom was leaking water and the problem hadn't been fixed in time, causing the walls to show signs of deterioration. Mr. Dai reported this to the management board in May 2025, but it has yet to be addressed. “I propose that the management board hold a residents' meeting to agree on hiring an independent inspection unit to survey the situation, determine the cause, and report on a solution. The funding could come from residents' contributions or from the apartment building's maintenance fund currently held in the bank. More than 50% of residents agree to proceed with repairs immediately to prevent the building from deteriorating beyond repair,” Mr. Dai said.

The parking garage at An Thinh Apartment Building is leaking, forcing residents to use styrofoam containers to catch the water and prevent it from spilling onto the floor.

According to Clause d, Article 148 of the 2023 Housing Law, the management board of a condominium is responsible for selecting and signing maintenance contracts for the common areas of the condominium and supervising maintenance activities in accordance with the regulations on the management and use of the condominium. Maintenance of common areas may be carried out by the unit currently managing and operating the condominium or by another unit with maintenance capacity as stipulated by construction law. Therefore, upon detecting signs of deterioration in the condominium, the management board must immediately notify owners, users, and relevant parties about the building's condition; contact the management and operation unit, experts, or competent authorities to assess the condition and propose remedial measures. Simultaneously, they must coordinate with relevant parties to carry out repairs and maintenance in accordance with regulations and ensure the safety of residents. Before carrying out repairs, the management board must hold a meeting with residents to inform them of the plan and schedule for remediation, ensuring that repairs and maintenance are carried out transparently and in accordance with regulations.

Regarding this issue, the leaders of Bac Nha Trang Ward People's Committee have assigned the Department of Economy , Infrastructure and Urban Development to form a team to inspect the quality of An Thinh Apartment Building, work with the building's management board to hear reports and find solutions.
