In accordance with Plan No. 305-KH/TU dated May 9, 2025, of the Standing Committee of the City Party Committee, the City Party Committee's Propaganda and Mass Mobilization Department has issued guidelines for disseminating and promoting the "Popular Education Movement" in the city.
The "Digital Literacy Movement" aims to raise awareness and responsibility among Party committees, government agencies, officials, Party members, and all segments of the population regarding the significance of digital transformation; to popularize digital skills to every citizen, with the goal of "leaving no one behind" in the national digital transformation process.
The central focus of the movement is to disseminate basic digital knowledge and skills, especially to vulnerable groups such as the elderly, the poor, people with disabilities, and ethnic minorities. This contributes to building a digital culture and creating a safe, responsible, and humane digital environment.
The guidelines state that dissemination of information should be carried out extensively from the grassroots level, linked to each village and residential area. Cadres, Party members, civil servants, and public employees must be pioneers and role models in learning and practicing digital skills, transforming the process of self-learning and self-improvement of digital knowledge into a self-driven need for each citizen.
The movement is also being implemented in parallel with major projects and plans of the Central Government such as: the project to raise awareness, popularize skills and develop human resources for digital transformation; the "Nationwide emulation movement to build a learning society" for the period 2023-2030; and the project "Elderly people participating in digital transformation, entrepreneurship, and green transformation".
The city will organize a "National Digital Learning Day" on the City's Digital Transformation Day (August 28) and the National Digital Transformation Day (October 10) annually with online and in-person activities connected with the community, businesses, and schools; implementing specific models such as: "Digital Family", "Digital Ambassador", "Digital Market - Digital Rural Area", "Community Digital Technology Team", "Each Citizen - One Digital Identity", "Youth Joining Hands to Popularize Digital Skills"... aiming to create widespread impact in society.
