'Determinedly deploy 25 comprehensive online public services'

On the afternoon of June 20, chairing a meeting with ministries and branches on deploying and providing online public services in a proactive manner, completely based on data, Deputy Prime Minister Nguyen Chi Dung requested immediate, drastic and effective action to deploy 25 online public services in full.

Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, and effective digital transformation to meet the requirements of restructuring the political system of the Central Steering Committee on science, technology, innovation, and digital transformation has assigned ministries, branches, and localities from now until June 30, 2025 to ensure the provision of 25 integrated online public services on the National Public Service Portal to serve people and businesses.

Full online public services on the National Public Service Portal must be deployed immediately in a way that does not require people and businesses to resubmit documents for procedures that already have data in the National and specialized databases.

At the meeting, representatives of relevant ministries and agencies discussed and clearly identified difficulties in sharing and using data among ministries, branches and localities. Thereby, they proposed solutions to accelerate the implementation of 25 online public services, ensuring quality, substance, and no formality, minimizing the components of public service records; at the same time, they proposed mechanisms for coordination, inspection, monitoring of progress and responsibilities of each agency, in order to properly implement the goals and progress of Plan No. 02-KH/BCĐTW.

Considering this an important step to fundamentally change the service method to a proactive, data-based one, Deputy Prime Minister Nguyen Chi Dung pointed out that the current bottleneck is that many databases have not been built or are not ready to connect and share; administrative procedures are slow to be restructured, leading to a lack of input data for public service provision. Therefore, the reduction of dossier components and simplification of administrative procedures have not been effectively implemented.

Many online public services, although deployed in a full-process form, still require people and businesses to resubmit documents and papers already in the system.

Appreciating the sense of responsibility of the Ministry of Public Security and related ministries and branches in urgently and actively implementing the Plan, the Deputy Prime Minister emphasized that it is necessary to act immediately, decisively and effectively on Plan 02 in general and 25 comprehensive online public services, integrated and provided on the National Public Service Portal, serving people and businesses in particular.

The Deputy Prime Minister requested the Ministry of Public Security to promptly develop and submit for appraisal to report to the Prime Minister on the draft Resolution of the Government related to promoting digital transformation, interconnecting and providing online public services throughout the process. Relevant ministries, branches and agencies must proactively coordinate with the Ministry of Public Security early and remotely to ensure synchronous and smooth implementation.

In order to promptly resolve any problems arising during the implementation process, the Deputy Prime Minister requested the Standing Committee of the Government Steering Committee on this issue to maintain meetings every 5 days, and will meet again on June 25 to review the implementation of Plan 02-KH/BCĐTW and the entire process of 25 online public services./.
