On the afternoon of April 18, the Standing Committee of the Dak Lak Provincial Party Committee and the Standing Committee of the Phu Yen Provincial Party Committee held a conference to implement the Central Government's policy on merging provincial-level administrative units.

Also attending the Conference were Comrade Do Nhu Thang, Deputy Head of Department 2 of the Central Organization Committee; members of the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and leaders of departments and agencies of Dak Lak and Phu Yen provinces.

The conference adopted a decision to establish an inter-provincial coordination team to implement the plan for reorganizing administrative units in Dak Lak and Phu Yen provinces, consisting of 42 members. Mr. Nguyen Tuan Ha, Standing Vice Chairman of the People's Committee of Dak Lak province, serves as the team leader; and Mr. Dao My, Vice Chairman of the People's Committee of Phu Yen province, serves as the standing deputy team leader.

The inter-provincial coordination team is tasked with advising the People's Committees of Dak Lak and Phu Yen provinces on the implementation of the plan for reorganizing administrative units and building a two-tiered local government organizational model; advising on organizational structure, civil servants, and public employees during the reorganization process; and addressing issues related to the reorganization of administrative units and the operation of the two-tiered local government organization. The roadmap for developing the provincial-level administrative unit reorganization plan for Phu Yen and Dak Lak provinces is to be completed by April 20th and submitted to the Government by April 29th.

The conference reviewed and commented on the Draft Plan for the reorganization of provincial-level administrative units, which includes four parts: Political and legal basis and the necessity of reorganizing and merging provincial-level administrative units; history of formation and current status of provincial-level administrative units; plan for reorganizing provincial-level administrative units; impact assessment and implementation organization;
Following the merger of Dak Lak and Phu Yen provinces, Dak Lak province is expected to have an area of 1,809.640 km2 (reaching 226.20% of the standard), a population of 3,339,616 people (reaching 371.07% of the standard), and 101 subordinate administrative units (67 in Dak Lak province and 34 in Phu Yen province). The administrative and political center of Dak Lak province will be located in the current center of Dak Lak province.
The relevant agencies focused their discussions and provided feedback on the following issues: Regulations on principles and guidelines for organizing the political system's structure and personnel; the operation of the Provincial Industrial Park Management Board and the Economic Zone Management Board (currently established by the Prime Minister); the proposed housing plan for officials and civil servants after the provincial merger; the plan for the arrangement and roadmap for handling offices and public assets after the reorganization of provincial-level administrative units; the functions, tasks, and staffing of agencies under the district-level government that will be transferred to the commune level for implementation according to regulations; the reorganization of educational and medical service units; the orientation of public service units to be self-financing for recurrent expenditures; and the naming of units...
Comrade Nguyen Tuan Ha - Standing Vice Chairman of the People's Committee of Dak Lak province, Head of the Inter-provincial Coordination Team, reported on the progress and coordination work in developing the plan for rearranging provincial-level administrative units.

Also at this meeting, the leaders of the two provinces exchanged views and discussed investment and upgrading plans for National Highway 29 connecting Dak Lak and Phu Yen provinces. National Highway 29 is a key national highway in the Central and Central Highlands regions, with a length of approximately 293km, starting at Vung Ro Port (Phu Yen) and ending at Dak Rue Border Gate (Dak Lak). This route connects the Central Coastal region (Phu Yen) with the Central Highlands (Dak Lak), linking the Cambodia-Laos-Vietnam development triangle. Currently, this national highway has many narrow sections, has been invested in a long time ago and has deteriorated, while the volume of traffic on the route is increasing. At the meeting, the two provinces agreed to cooperate in proposing investment to upgrade and expand this national highway, with a total length of approximately 147km, to a Class III road scale, 4 lanes, and a roadbed width of about 20.5m.

During the meeting, Phu Yen Provincial Party Secretary Cao Thi Hoa An raised the issue of naming the newly merged agencies and units. Besides the central government's criteria, the two provinces should also conduct further research, taking into account continuity and local characteristics. For some agencies and units with specific work requirements, such as the Fisheries Sub-Department, consideration should be given to whether officials and employees should be transferred to Dak Lak for work. Regarding the location of headquarters, in addition to the main offices in Dak Lak, consideration should also be given to establishing branch offices in Phu Yen if suitable for the work.

Speaking at the conference, Comrade Nguyen Dinh Trung, Secretary of the Dak Lak Provincial Party Committee, highly appreciated the contributions and suggestions from delegates and relevant agencies to finalize the draft plan for the reorganization of provincial-level administrative units for submission to the Central Government for consideration and approval. He requested the Departments of Internal Affairs of the two provinces to continue coordinating and reviewing the issues agreed upon at the meeting, developing a plan in an open manner to meet the practical needs of management under the two-tier government model, creating favorable conditions for the people; continuing to closely follow the Central Government's directives to research the operational orientation of educational and medical service units, and self-financing public service units, with an open approach; and seeking public opinion on core issues regarding the policy of merging provincial-level administrative units.
Regarding the organization and personnel arrangement within the political system, the Provincial Party Committee's Organization Department of the two provinces is tasked with following the correct procedures and principles… and will continue to advise the Standing Committee of the Provincial Party Committee of the two provinces for decision-making.
The draft plan proposed after the reorganization of agencies and organizations under the People's Committee of Dak Lak province includes: 13 specialized agencies: (1) Department of Internal Affairs, (2) Department of Justice, (3) Department of Finance, (4) Department of Industry and Trade, (5) Department of Agriculture and Environment, (6) Department of Construction, (7) Department of Science and Technology, (8) Department of Culture, Sports and Tourism, (9) Department of Education and Training, (10) Department of Health, (11) Department of Ethnic Minorities and Religion, (12) Provincial Inspectorate, (13) Office of the Provincial People's Committee.
