In this regard, the Politburo and the Secretariat of the Central Committee assigned the Party Committee of the Government to urgently lead and direct the issuance of decrees on decentralization, delegation of power, delineation of authority, and guidance on the functions, tasks, and organizational structure of specialized agencies under the People's Committees at the provincial and commune levels, as well as other related documents, in accordance with the policies and conclusions of the Politburo and the Secretariat of the Central Committee, especially Conclusion No. 160.

The Politburo and the Secretariat emphasized the need to unify the organization of specialized agencies in communes that are not merged or consolidated, ensuring implementation in accordance with the plan approved at the 11th Conference of the 13th Central Committee of the Party, in line with regulations on the organization of advisory and support agencies for Party committees at the commune, ward, and special zone levels as stipulated in the Party Charter, and consistent with the functions, tasks, and authority of the new commune-level government.

The Party Committee of the Ministry of Interior directs the timely resolution of entitlements and policies for cadres, civil servants, public employees, and workers who retire; and studies a roadmap for extending the use of non-specialized personnel in accordance with the time of reorganization of villages and residential areas (before May 31, 2026).

The Politburo and the Secretariat of the Central Committee require Party committees and organizations directly under the Central Committee to direct Party committees and branches subject to consolidation and merger to hold congresses with two contents as prescribed. During the period before the immediate superior Party committee appoints personnel for the new term, the old Party committee (or branch committee) is responsible for continuing to lead, direct, and manage the activities of the Party committee or branch until the immediate superior Party committee appoints the new term.

Party committees and organizations directly under the Central Committee should focus on directing the organization of grassroots-level party congresses in accordance with the regulations and guidelines of the Central Committee, ensuring the quality of the congresses, and completing them before June 30th.

For areas subject to consolidation and merger, and requiring organizational restructuring, it is necessary to urgently review and finalize preparations and proceed with organizing grassroots-level Party congresses, ensuring completion before July 31st.

At the Politburo meeting on May 6th to discuss the situation and progress of reorganizing the administrative apparatus and units, General Secretary To Lam noted that special attention should be paid to the proper placement and arrangement of cadres in accordance with the principles, requirements, and guidelines of higher levels, while also ensuring effective political and ideological work, as well as policies and regulations for affected cadres, to prevent the emergence of complex internal issues.

The General Secretary directed a thorough review, compilation, and handover of all tasks during the transitional period, ensuring that no responsibilities are overlooked and that the normal activities of citizens and businesses are not affected.
