In Quang Ninh province, many schools at all three levels have been piloting partial autonomy to address the teacher shortage and improve the quality of education . If approved, Trong Diem Secondary School in Ha Long City will be the first public school to achieve 100% autonomy.
Procedures are being finalized for the school to achieve 100% autonomy.
Regarding the fact that Trong Diem Secondary School is preparing to become 100% self-sufficient from the next school year, Mr. Nguyen Ngoc Son - Vice Chairman of the People's Committee of Ha Long City - said that the city is currently focusing on completing the procedures so that the school can be completely self-sufficient in terms of recurrent expenditure.
According to Mr. Son, the city has implemented partial financial autonomy for 43 out of 68 educational institutions at all levels, with levels ranging from 10% to 31%. As a result, in the 2023-2024 school year, the city's budget for public schools saved more than 82 billion VND.
Among them, the Key Secondary School in Hong Hai ward is considered the best secondary school in Quang Ninh province in terms of educational quality - it has achieved 31% financial autonomy for its regular expenses and plans to achieve 100% autonomy from the next school year.

According to the economic and technical standards, which include costs for personnel, professional services, and fund allocations, the projected tuition fee for this school is 960,000 VND per month per student.
According to Mr. Son, the Quang Ninh Provincial People's Committee had previously assigned relevant departments and agencies to provide feedback on the proposal for 100% financial autonomy for the Trong Diem Secondary School's recurrent expenditures, before submitting it to the Quang Ninh Provincial People's Committee for consideration and approval.
"The project will have to be reviewed and approved by the Quang Ninh Provincial People's Council before it can be implemented. At the same time, it must also have the support and agreement of parents before it can be deployed," Mr. Son said.
Ms. Vi Bich Hanh, head of the Education and Training Department of Ha Long City, said that in previous school years, the city's education sector had been disseminating information about partial autonomy as well as moving towards 100% autonomy for public schools, and parents have generally supported it.
According to Ms. Hanh, Trong Diem Secondary School was expected to be allocated a quota of 450 students for grade 6 in the next school year, but so far there have been about 1,000 applications.

According to some parents, given the top-ranked quality of education at Trong Diem Secondary School in the province, and compared to the tuition fees of private schools, the monthly fee of 960,000 VND is acceptable.
Because tuition fees for students in urban areas are currently around 300,000 VND/month/student, while at some private schools the lowest fee is around 2.5 million VND/month/student.
Trong Diem Secondary School always has a very "intense" entrance exam process due to its quality and reputation, and it is also the only secondary school in Ha Long that organizes its own entrance exam, selecting students from all wards and communes of the city.
Autonomy in solving the teacher shortage problem.
According to the leaders of Ha Long City, in addition to continuing to improve the quality of education, the Key Secondary School will receive new infrastructure investment. Specifically, Ha Long City will spend nearly 160 billion VND to build a new facility covering approximately 2 hectares at the site of the Quang Ninh Provincial Ethnic Boarding School.
For many years, to overcome the teacher shortage, the Quang Ninh education sector has combined various methods such as assigning teachers from higher-level schools to teach at lower-level schools, and arranging for teachers to teach across schools within the same area.

The option of self-financing recurrent expenditures also helps schools proactively recruit the number of teachers needed to meet the requirements of the new general education program, thereby improving the quality of teaching and learning.
According to statistics from the Quang Ninh Department of Education and Training, the province sees an average increase of approximately 10,000 students at all levels each year (equivalent to the number of students in 6-7 schools), resulting in a significant shortage of teachers.
To address this situation, since 2022, Quang Ninh province has granted partial financial autonomy to 37 public service units under the Department of Education and Training.
