As a ward located in the urban center, Ward 9 is currently covered by zoning and detailed planning projects; all public works constructed in the ward are designed, appraised, and approved in accordance with urban planning; public works in the area such as Alley 234 Park, Doan Gioi Park, Social Housing Park, etc., are used effectively and serve the public interest.

Ms. Luong Thi Lieu, from Hamlet 4, is proud that her locality has been recognized as a civilized urban area. She, like most women's association members in the ward, sets an example in educating her children and grandchildren to be filial, participates in environmental protection activities, and maintains local security and order.

Mr. Le Thanh Danh, Chairman of the People's Committee of Ward 9 and Head of the Steering Committee for the "All People Unite to Build a Culturally Rich Life" movement, said: "With the motto 'Each civilized neighborhood forms a civilized ward,' the ward organizes and guides each neighborhood in registering progress and solutions for implementing each criterion of building a civilized urban ward, linked with building a culturally rich life. Through many years of effort, Ward 9 currently has 9 out of 9 major criteria and 52 out of 52 sub-criteria met according to Decision No. 04/2022/QD-TTg dated February 18, 2022, of the Prime Minister ."

Ward 9 pays special attention to the criteria of "urban environment and food safety," as these two components are directly related to the health and quality of life of the people. The local authorities regularly encourage residents in the neighborhoods to "plant trees to make the residential area greener and more beautiful," and to date, most family yards have been planted with flowers and trees. In addition, the ward collaborates with associations and organizations to build a "Youth Nursery" model, cultivating 1,000 seedlings and planting 500 trees in the Kinh Moi drainage area. The Ward People's Committee, in coordination with various departments, the Fatherland Front, political and social organizations, and neighborhood groups, launches the "Green, Clean, and Beautiful Sunday" movement along main roads: Nguyen Trai, Phan Ngoc Hien, Ta Uyen, Tran Quang Dieu, the central square area, residential areas, market areas, schools, and sections of canals and waterways.

Regarding food safety, the ward regularly coordinates with relevant departments to inspect and guide businesses and production, trading, and service establishments in fulfilling their environmental protection commitments. Simultaneously, it has developed environmental protection models, such as the "Household Trash Can" model in the six residential areas. Along the streets, trash cans and waste are collected and arranged neatly, ensuring hygiene and preventing any accumulation of waste; there have been no cases of establishments, factories, or businesses being fined for environmental hygiene violations. Currently, all 647/647 households involved in food production, trading, and food service have food safety and hygiene certificates and food safety commitment documents, achieving 100%.

According to local authorities, a civilized city is not only aesthetically pleasing but also sustainable from within, with a balanced ecosystem, clean air, clean water, and safe food. Ensuring environmental protection and food safety is fundamental to economic development, tourism, services, and attracting investment.

A highlight of Ward 9's achievements after three years of building a civilized urban ward is the significant improvement in people's living standards. To date, the ward has only one poor household, accounting for 0.02% of the total population, and five near-poor households, accounting for 0.1% of the total households. The ward's multidimensional poverty rate is 0.17%, lower than the city's multidimensional poverty rate of 0.59%. There are no longer any households living in temporary or dilapidated houses. The ward's average per capita income is 131.2 million VND/79 million VND compared to the province, and 131.2 million VND/112 million VND compared to the city. The percentage of people participating in health insurance has reached 97.82%.
