As a ward in the central urban area, the zoning and detailed planning projects have covered the area of ​​Ward 9; public works built in the ward have been designed, appraised and approved in accordance with urban planning; public works in the area such as Alley 234 park, Doan Gioi park, Social Housing park... are used effectively, serving public interests.

The change of Ward 9 is not only superficial in terms of infrastructure and urban planning, but also in the mindset and civic responsibility. Each citizen is a "bright spot", together creating the overall picture of a civilized urban ward. Ward 9 no longer has illegal advertising, encroachment on roads and sidewalks for business and trading, violations of traffic safety and order, or noise affecting life. Instead, there are peaceful streets, friendly people, increasingly polite behavior, and increasing awareness of compliance with regulations on urban order and traffic safety.

The Elderly Association of Ward 9 performed an art performance to congratulate Ward 9 on achieving the title of "Civilized Urban Ward" in 2024.

Mr. Le Thanh Danh, Chairman of Ward 9 People's Committee, Head of the Steering Committee of the movement "All people unite to build a cultural life", said: "With the motto "Each civilized hamlet forms a civilized ward", the ward organizes and guides each hamlet in registering progress and solutions to implement each criterion for building a civilized urban ward, associated with building a cultural life. After many years of efforts, Ward 9 currently has 9/9 major criteria and 52/52 component criteria all achieved according to Decision No. 04/2022/QD-TTg dated February 18, 2022 of the Prime Minister ".

Ward 9 pays special attention to the criteria of "urban environment and food safety", because these two component criteria are directly related to the health and quality of life of the people. The locality regularly encourages people in the neighborhoods to "plant trees to make the residential area greener and more beautiful". Up to now, most of the family's premises have been planted with flowers and trees. In addition, the ward coordinates with associations and organizations to build a model of "Youth Nursery", planting 1,000 trees and planting 500 trees in the Kinh Moi culvert area. The ward People's Committee coordinates with sectors, the Fatherland Front, socio -political organizations and hamlets to launch the Green, Clean, Beautiful Sunday movement on the main roads: Nguyen Trai, Phan Ngoc Hien, Ta Uyen, Tran Quang Dieu, the Central Square area, residential areas, market areas, schools, canals and ditches.

Local organizations coordinate to propagate to people to practice civilized urban lifestyle.

Regarding food safety, the ward regularly coordinates with relevant sectors to inspect and guide enterprises, production, business and service establishments to implement environmental protection commitments. At the same time, build environmental protection models, such as the "Household trash bin" model in 6 hamlets. On the roads, trash bins and waste are gathered and arranged neatly, ensuring hygiene, with no waste accumulation points; there are no cases of establishments, production enterprises, or business households being fined for environmental sanitation. Currently, 647/647 households producing, trading food, and providing food services have certificates of food safety and hygiene eligibility and a commitment to ensure food safety and hygiene, reaching 100%.

According to the local government, a civilized urban area is not only beautiful in appearance but also sustainable from the inside, with a balanced ecosystem, clean air, clean water and clean food. Ensuring the environment and food safety is the foundation for economic development, tourism, services, and attracting investment.

The highlight of the series of achievements of Ward 9 after 3 years of building a civilized urban ward is that the people's lives have significantly improved. Up to now, the whole ward has only 1 poor household, accounting for 0.02% of the total population, 5 near-poor households, accounting for 0.1% of the total number of households in the whole ward, the multidimensional poverty rate of the ward is 0.17%, lower than the multidimensional poverty rate of the city 0.59%. The ward has no households living in temporary or dilapidated houses. The average income per capita of the ward compared to the province is 131.2 million VND/79 million VND; compared to the city 131.2/112 million VND. The rate of people participating in health insurance up to now is 97.82%.

Ward 9 was recognized by the People's Committee of Ca Mau City to maintain national standards on universal primary education level 3, universal lower secondary education level 3 and illiteracy eradication level 2...

Many people in Ward 9 join hands to contribute to keeping public places clean.

Ward 9 has now been making its mark in achievements, in the hearts of every local resident with deep pride in a civilized, affectionate and developed community. The title of civilized urban ward achieved at this time is not only a source of pride, motivation, and future foundation for a civilized and polite urban area, but also the most meaningful gift that the Party Committee, government, army and people of Ward 9 in particular, and Ca Mau City in general, offer to welcome the Party Congresses at all levels, towards the 14th National Congress of the Party.
