From policy capital to livelihoods

In reality, the effectiveness of poverty reduction in Ea Riêng does not come from isolated solutions, but rather from a harmonious combination of sound policies, effective methods, and the consensus of the people.

One of the key "leverages" that Ea Riêng has effectively exploited is policy credit capital. By the end of November 2025, the total outstanding debt of loan programs in the commune reached over 152 billion VND, with 2,188 borrowing households; there were no overdue debts.

Preferential capital is focused on loan programs for poor households, near-poor households, newly-escaped-from-poverty households, rural water supply and sanitation, and job creation… Through these programs, people have the opportunity to invest in production and gradually stabilize their livelihoods.

The family of Ms. Chu Thi Huong (village 10) is a prime example. In 2013, Ms. Huong received a 30 million VND loan from the poverty alleviation program to raise cattle. Her family gradually developed a diversified economic model with hundreds of macadamia, betel nut, durian, and coffee trees, combined with pig farming. To date, her family's average annual income reaches approximately 300-400 million VND. Not only did she escape poverty in 2016, but Ms. Huong also rose to become a well-off household, creating jobs and readily sharing her experience with many other households in the village.

Alongside policy-based credit, Ea Riêng commune is implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas (Program 1719) in a coordinated manner.

Previously, the family of Mr. Hang Seo Phu (H'Mong ethnic minority, village 20) was classified as a poor household. In 2023, benefiting from Program 1719, he received support in the form of a tractor to plow land for hire for villagers. With the additional income, he invested in cultivating over 2 hectares of acacia trees and 1 hectare of coffee. By 2025, Mr. Phu not only escaped poverty but also opened a small grocery store right in the village.

Social organizations, especially the Women's Union of the commune, have played a significant role in poverty reduction in Ea Riêng. The Union has mobilized hundreds of millions of VND to support disadvantaged members with interest-free or low-interest loans to develop their businesses.

Ms. Doan Thi Phuong, Chairwoman of the Women's Union of the commune, shared that to support the women, the Union has organized many trips to visit and learn from livestock and crop farming experiences in other localities; introduced and promoted the commune's agricultural products; supported livelihood models and provided interest-free loans... These practical actions have created a ripple effect, encouraging women to learn from each other, overcome difficulties, and rise above poverty. Each year, 8-10 member households escape poverty.
