Returning to the flood-stricken area of ​​Ha Trang Tay village, the "traces" of the flood are still scattered across house walls, trees, and eroded irrigation structures. Right at the beginning of the village, there is a house under construction. Upon inquiry, we learned that it belongs to Mr. Chiu Van Dung (43 years old), a Dao ethnic minority. This household was the most severely affected in the village, with their entire house swept away. Fortunately, thanks to the support of the local government, the mobilization of philanthropists, and the joint efforts of the people, Mr. Dung's family has been able to rebuild a new house on the old foundation.

"We built the house, but we hardly ever hired outside help. Our relatives and neighbors all pitched in. It was economical, and it showed affection, responsibility, and a sense of community," Mr. Dung shared.

Recalling the days when typhoon number 3 hit, Ms. Nong Thi Tham, head of Ha Trang Tay village, said that upon receiving news of the impending flood, the entire village lost electricity and had no phone signal… she quickly rode her motorbike to each house to inform the villagers to proactively evacuate people and property.

"Upon hearing the news, everyone in the village quickly and urgently started packing up their belongings. Those who finished their tasks rushed to help their neighbors, and the men and young people in the village also went to families with elderly people and young children to help them move in time," Thắm recounted.

According to preliminary statistics from the Dong Hai Commune People's Committee, the damage after the storm is very serious. The entire commune has over 900 hectares of forest land, mainly acacia trees aged 2 to 5 years, which suffered severe damage. In addition, approximately 400 households were flooded, losing property, crops, and livestock, with total estimated losses exceeding 100 billion VND. Furthermore, 6 houses had their roofs almost completely blown off, but fortunately there were no casualties.

Mr. Thang Van Thong, Secretary and Head of Na Bac village, said: “After the storm, along with compiling statistics on agricultural and forestry damage to provide timely support to the people, we also mobilized the people to contribute funds to restore model gardens and vegetable farming models, and production is now stable. As for houses, the people are gradually repairing them.”

In a conversation with Mr. Nguyen Van Hiep, Vice Chairman of the People's Committee of Dong Hai commune, it was learned that Quang Ninh province has declared a state of emergency due to natural disaster and assigned the Eastern Irrigation Company to propose the earliest possible implementation plan to ensure that people have water for the winter-spring crop production. The Dong Hai commune government itself has also planned to introduce new crop varieties to resume production as quickly as possible, preventing the emergence of poor and disadvantaged households in the area.

“Going forward, Dong Hai will guide people to plant more cassava on a portion of the damaged forest land. The commune has also worked with a business, and they have committed to purchasing the cassava from the people. Because cassava is a short-term crop, production can be restored within a year. Banks, especially the Social Policy Bank, have also restructured and extended loans depending on the individual and have new lending mechanisms to help people stabilize and restore their economy as soon as possible,” Mr. Hiep shared.
