
In light of this situation, the province is requiring all levels, sectors, and localities to take concerted and decisive action in implementing the tasks of surveying, mapping, and completing the land database in the area. This will ensure the province's land database is synchronized with the national land database and the National Data Center, contributing to improved state management efficiency, faster and more transparent administrative procedures, and a strong impetus for digital transformation.
According to the Vice Chairman of the People's Committee of Tuyen Quang province, Hoang Gia Long, in order to ensure that the land database is "accurate - complete - clean - active," synchronized, and shared across the entire system, the province aims to complete the surveying, mapping, cadastral record keeping, and construction of the land database throughout the province by 2026.
Specifically, the province is conducting a comprehensive review of all areas that have been surveyed and mapped in the cadastral system over the years in all 124 communes and wards; identifying specific areas without cadastral maps and the amount of work that needs to be implemented in the coming period. For areas lacking maps or with maps of substandard quality, the province will carry out surveying and mapping in areas with high land transactions and changes, new urban areas, and areas with strong economic development potential.
In addition to surveying, localities are focusing on promoting land registration, completing cadastral records, strengthening data digitization, and building databases for land parcels not yet updated in the system. The construction of the land database is being implemented in a synchronized and interconnected manner, ensuring effective data connectivity and sharing between levels and sectors, meeting the requirements for management, administration, and handling administrative procedures for citizens and businesses.
Mr. Hoang Gia Long stated that identifying, surveying, mapping, and building and perfecting the land database is of particular importance, serving as a foundation for promoting digital transformation, administrative reform, and improving the effectiveness and efficiency of state management of land. Therefore, the province is implementing this decisively with the motto of "6 clear points": clear person, clear task, clear progress, clear responsibility, clear product, and clear authority.
Initially, the Department of Agriculture and Environment will take the lead, coordinating with other departments, agencies, and localities to propose solutions to address difficulties and obstacles arising from the grassroots level. The agricultural sector will strengthen communication and mobilize people and businesses to cooperate in providing information and carrying out administrative procedures through electronic means. It will review and definitively resolve discrepancies and overlaps in data, standardize data, and ensure connectivity, interoperability, and efficient data utilization.
The Department of Finance proactively advises on the allocation of resources for implementation; localities quickly establish Steering Committees and Working Groups, and develop plans. In particular, the Provincial Police coordinate in matching and verifying data on land users and homeowners with the national population database; ensuring the security, safety, and confidentiality of the land information system and guiding people to use the features on the VNeID application to carry out administrative procedures related to land.
