In his opening remarks at the conference, Mr. Pham Duc An, Chairman of the People's Committee of Quang Ninh province, affirmed that the conference was an opportunity to exchange and share knowledge, experiences, and practical solutions in applying data and artificial intelligence (AI) to state administration and socio-economic development management. This would transform the goals and orientations of Resolution No. 57 of the Politburo and Resolution No. 71 of the Government into specific goals and tasks for Quang Ninh province, aiming for sustainable and comprehensive development.

Over the years, Quang Ninh has consistently been a shining example, leading the way in administrative reform, technological infrastructure development, and the construction of e-government and digital government. However, alongside these initial achievements, Quang Ninh province is also facing numerous challenges such as: a shortage of high-quality human resources in AI; scattered and unconnected data; outdated shared infrastructure; the lack of a centralized large data warehouse; and inefficient exploitation of data resources in various fields. Tools supporting leadership and management are still limited to the implementation of a centralized electronic document exchange system; there is no intelligent operating system applying artificial intelligence and big data to management, administration, supervision, and decision-making.
Sharing experiences in the national strategy for the development of science, technology, innovation, and the role of data and AI in the digital transformation process, Deputy Minister of Science and Technology Bui The Duy stated that the role of technology and digital transformation today is crucial in its application to fields such as production, business, education , healthcare, culture, and art. Technology and digital transformation are increasingly creating major changes and impacting all aspects of social life. Based on the contributions of scientists and experts, more appropriate policies and management mechanisms will be developed to promote the development of Quang Ninh and the country.

At the conference, scientists and experts in the fields of technology and digital transformation shared their experiences in applying data and artificial intelligence (AI) to serve citizens, businesses, and local governments, as well as in various aspects of social life.
Through this conference, Quang Ninh province hopes to soon develop an effective, synchronized, and long-term data strategy to serve as a basis for reviewing and updating the national data strategy; implement the construction of specialized databases, focusing on prioritizing the completion of databases on land, construction, finance, insurance, businesses, and labor and employment; digitize processes, documents, and results of administrative procedures in areas related to citizens and businesses; promote the application of AI in the province's and grassroots-level leadership and management; apply it in the fields of border gates, tourism, health, education, justice, land, natural resources and environment, transportation, agriculture, and smart urban management; and develop mechanisms and policies for the development of high-quality digital human resources to meet the requirements of integration and competition. Building a sustainable digital ecosystem, with data and artificial intelligence as the central foundation, will form the "urban brain" and "digital brain" of Quang Ninh province.

In his closing remarks at the conference, Comrade Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, urged all cadres, Party members, civil servants, and public employees throughout the province, regardless of their position, to be aware of their responsibility to self-learn and improve their digital capabilities. He emphasized that if we cannot master data and apply AI to our daily work, we are falling behind. He also requested that all departments, agencies, mass organizations, and localities in the province vigorously implement the "Digital Literacy Program," a practical action program to popularize understanding of data, digital technology, and artificial intelligence among all cadres, Party members, workers, and the people. No one should be left behind in the digital transformation. The "Digital Literacy Program" is not just a slogan, but a concrete and substantive action to raise public awareness in the digital age.
At the conference, Quang Ninh province launched the "Popular Education Movement".
