Culture is the soul and root of a nation. Therefore, in recent years, Quang Ninh province has carried out many specific activities to preserve and promote cultural values, creating momentum for sustainable development and boosting the local economy and society.

Following the achievements of Resolution No. 11-NQ/TU dated March 9, 2018, Quang Ninh Province continued to issue Resolution No. 17-NQ/TU (dated October 30, 2023) on building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development. The Resolution sets out 18 goals for the comprehensive development of Quang Ninh people in terms of personality, intellect, creativity, physical health, spirit, social responsibility, civic duty, awareness of law compliance, and love for their homeland, with the characteristics of "Courage, Self-reliance, Discipline, Unity, Compassion, Generosity, Creativity, and Civilization". In line with the trends of the times, adapting to the trends of the fourth industrial revolution and the requirements of socio-economic development; building and developing a rich and distinctive culture, while rapidly narrowing the gap between rich and poor and regional disparities, based on the harmonious combination of characteristic values: "Beautiful nature, Unique culture, Civilized society, Transparent administration, Developed economy, Happy people". Based on this, the provincial authorities, sectors, and localities have focused on implementing many effective solutions, appropriate to the practical situation of each agency and unit.
For example, Binh Lieu district, with over 96% of its population being ethnic minorities, is a land of diverse and rich cultural identity, becoming an invaluable resource for the district's tourism development. Therefore, in recent years, the district has focused on allocating significant resources to complete the Project "Preserving and promoting the typical cultural values of the Tay ethnic group in Binh Lieu to serve community tourism development until 2025, with a vision to 2030"; finalizing the outline of the Project "Preserving and promoting the cultural values of the Dao people associated with community tourism development in Song Mooc village, Dong Van commune, giai đoạn 2022-2025, with a vision to 2030", and the Project "Preserving and promoting the cultural values of the San Chi people associated with community tourism development in Luc Ngu village, Huc Dong commune, giai đoạn 2022-2025, with a vision to 2030". The book "Learning the Tay Language of Binh Lieu" was created... thereby building a "living museum" within the ethnic community.
Besides restoring and maintaining unique festivals of ethnic minorities such as the Luc Na Temple Festival of the Tay ethnic group, the Soong Co Festival of the San Chi ethnic group, the Kieng Gio Festival of the Dao Thanh Phan ethnic group, etc., the district also focuses on organizing new tourism activities based on the cultural identity of ethnic groups such as: the Hoa So Festival, the Golden Harvest Festival, the Cultural and Sports Festival of ethnic groups in Binh Lieu district... These activities have introduced the beauty of traditional culture and customs of ethnic groups in the district to tourists, creating unique and attractive tourism products.

Recognizing culture as the root of the nation, localities have recently paid special attention to cultural education for students, thereby strengthening the pride of the younger generation in positive humanistic and historical values; building correct emotions and ideals, contributing to building a better life for themselves, their families, and society... For example, Ba Chẽ district, in addition to teaching the history of the district Party Committee, has compiled and published educational materials on the traditions and history of Ba Chẽ district for primary and secondary schools. At the preschool level, the district also integrates local cultural education through activities such as: developing "Ethnic Language and Culture," "Tet Holiday in My Hometown," "I'm a Soldier," etc. High school students participate in highland markets and STEM activities to learn about the culture, traditional clothing, and cuisine of ethnic groups.
Ba Chẽ District has also undertaken the restoration and opening of 12 classes to teach intangible cultural heritage to 320 people, covering topics such as: teaching folk songs, folk dances, and embroidery of the Dao ethnic group; Soóng Cọ singing of the Sán Chay ethnic group; and Then singing and Tinh lute playing of the Tày ethnic group… Simultaneously, clubs for Soóng Cọ singing, call-and-response singing, Then singing, and brocade embroidery have been established with over 230 participants. Notably, some characteristic rituals of the Dao people, such as fire dancing, turtle dancing, ancient folk songs, and folk dances, are being gradually restored. Depending on the educational level, students in the district participate in clubs to learn about history, preserve, and build cultural identity.
With the perspective that "great changes begin with small things," the cultural beauty of Quang Ninh will continue to be preserved, protected, and effectively promoted, contributing to the promotion of tourism potential and improving the lives of the people.
