
Prolonged stalled project
Mr. Pham Quang Tu, a resident of Ha My Trung neighborhood, Dien Duong ward (Dien Ban town), said that his father, Mr. Pham Loi (deceased), had 11 children, and the family was granted a land use right certificate for 2,110 square meters of residential land.
From 2016 to 2019, the People's Committee of Dien Ban town issued two decisions to reclaim the entire area of residential land mentioned above (complete demolition). Mr. Tu's family proceeded to demolish their house and hand over the land to the project. On April 24, 2019, the Dien Ban Town Resettlement Review Council met to consider allocating four plots of land to Mr. Tu's family for resettlement (one plot in phase 1, three plots in phase 2).
On January 9, 2020, the relevant authorities and the investor (Dien Ban Land Development Center, Dien Duong Ward People's Committee, VN Da Thanh Group) agreed on the specific location for the family's resettlement.
However, to date, the responsible agencies have still not granted land use rights, despite the family's numerous petitions and complaints to the Dien Ban Town People's Committee, which have gone unresolved.
"Eight years have passed since the land expropriation decision was issued. Now my father is dead, my younger brother is dead, and my mother is old. Do we still have the strength to wait any longer? This is not a welfare project for the people or for national security; the land expropriation is solely for the purpose of allowing businesses to exploit the land."
"I propose that the Provincial People's Council, within its authority, request the Dien Ban Town People's Committee to revoke the land expropriation decisions against my family, as the resettlement issue has not yet been resolved," Mr. Tu suggested.

In the five eastern wards of Dien Ban district, there are currently about 150 real estate and commercial housing projects. Dien Duong ward alone has 64 projects, of which 3 have been ongoing for over 20 years without completion, causing significant difficulties for residents, especially regarding land subdivision, transferring ownership to children, and even the repair or construction of new homes.
Even at the Dien Duong Village 1 resettlement project, despite the technical phase being halted, residents are still unable to change land use purposes or subdivide their land plots.
Mr. Trinh Van Vinh, a resident of Ha My Dong neighborhood, Dien Duong ward, suggested that provincial authorities should issue policies and mechanisms to ensure that people in project areas have the same rights as those in other areas, or consider canceling projects that have dragged on for too long so that people can live, do business, and work on their own land.
Real estate project classification
At the meeting with constituents held yesterday morning, August 1st, by the delegation of the Provincial People's Council, besides complaints about the university village project and the prolonged dredging of the Co Co River, the majority of opinions concerned land issues, stalled projects, and congested, haphazard, and poorly constructed transportation infrastructure, requesting thorough solutions. Some even suggested that, given the many pressing issues in the eastern region, a single morning meeting was insufficient time for the constituents.

According to Ms. Nguyen Thi Thuy Hang, Vice Chairman of the People's Committee of Dien Ban town, the People's Committee of Dien Ban town receives citizens every month, and there is even a daily citizen reception department working there, so people can contact them to discuss suggestions, difficulties, and problems to receive timely guidance and resolution.
Regarding projects within the town's jurisdiction, the town's People's Committee leadership has assigned the Urban Management Department to advise, review, and categorize projects, and propose solutions for the future. Issues within the town's authority will be resolved, while those requiring resolution from higher levels like Dien Ban will be addressed through recommendations…
Speaking at a meeting with voters, Mr. Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of Quang Nam province, said that although the province's economic growth rate in the first six months of the year reached 2.7%, difficulties still lie ahead. Besides the indefinite closure of the Heineken Quang Nam brewery, which has resulted in a budget loss of 500-700 billion VND per year for the province, revenue from real estate has also fallen short of expectations.
Worryingly, Truong Hai's revenue from automobile taxes is also facing difficulties due to competition among car and electric vehicle manufacturers, leading to obstacles in balancing and allocating funds for projects in the investment portfolio for the 2020-2024 period. Some projects may have to be extended beyond 2026 before investment can continue.
Responding to feedback from voters and the difficulties Dien Ban faces regarding revenue sources for project implementation, Mr. Thanh stated that the province will continue to monitor and provide maximum support to Dien Ban for investment in transportation infrastructure, preventing traffic congestion, environmental pollution, and localized flooding during the rainy season.
The province has reviewed all existing problems and obstacles in real estate and residential area projects within the province and has issued directives to resolve these issues. Accordingly, the projects will be divided into five groups, and solutions will be developed depending on the specific situation of each group.
Projects that are too hampered by land clearance issues to be completed should be halted for adjustment, closed to prevent prolonged delays, and transferred to Dien Ban district. The local authorities can use the funds to complete the projects or cancel the planning, renovate residential areas so that people can continue building houses based on expanded roads and improved drainage systems…
