The numbers speak for themselves.
In 2024, the Thanh Hoa Land Registration Office received and processed over 236,600 applications through the Public Service System, including nearly 7,200 applications from organizations and businesses and over 229,000 applications from households and individuals. Notably, the rate of applications processed on time consistently remained very high: 100% for organizations and businesses and 99.6% for households and individuals, exceeding the target set by the Provincial People's Committee.
Regarding land surveying and cadastral record keeping, in 2024, the Office created over 59,100 extracts, measurements, and adjustments to cadastral maps, serving more than 185,000 land parcels with an area of over 9,100 hectares, a 44% increase compared to 2023. This is a remarkable achievement, far exceeding the set target.
In the area of updating and revising land records, the Land Registration Office processed 123,775 records, double the number from the previous year; and simultaneously archived over 236,000 records, an increase of 35%. In addition, the Office provided land information to 3,512 organizations and individuals, meeting and exceeding the plan.
Beyond just professional targets, the Office's leadership and management in 2024 were also implemented decisively. The Office leadership issued more than 80 directive documents and conducted comprehensive inspections at all 27 branches, thereby promptly detecting, correcting, and strictly handling violations.
In addition, the handling of complaints and denunciations has always been a priority. In 2024, the Land Registration Office received 141 letters and petitions, of which 139 were within its jurisdiction. All were resolved promptly and in accordance with regulations, without any prolonged backlog. The Office's hotline also received and processed 93 calls from citizens, all of which were answered and explained fully.
With outstanding results, it can be affirmed that the Thanh Hoa Land Registration Office has comprehensively fulfilled its tasks in 2024, making an important contribution to the socio - economic development of the province.
Overcoming difficulties and asserting one's position.
Entering 2025, land management in Thanh Hoa faces many significant changes as the administrative apparatus undergoes adjustments, especially after the Land Law 2024 comes into effect. In this context, the Thanh Hoa Land Registration Office has demonstrated proactiveness and competence, continuing to successfully fulfill its assigned tasks.
In the first six months of 2025, the Office system received more than 154,000 applications for land use right certificates and land registration changes, including nearly 3,800 applications from organizations and businesses and over 150,000 applications from households and individuals. The rate of applications processed on time continued to be maintained at a high level, reaching nearly 100% at the provincial level and 99.66% at the branch level.
In the field of surveying and map updating, the Office received nearly 56,000 applications, of which tens of thousands were processed on time, promptly serving the needs of citizens and businesses. At the same time, the work of updating land cadastral records, archiving, and providing land information was also emphasized, with over 48,000 land change records updated and over 107,000 records archived.
In the first half of 2025, the Office also received 146 complaints, denunciations, petitions, and feedback letters; of which 91 were resolved in accordance with regulations, 20 were transferred to competent authorities, and 12 are currently being processed. Notably, there were no outstanding or overdue letters.
Alongside its professional duties, the Office also organizes many emulation movements and intensive campaigns such as "30 days and nights to resolve administrative procedures," contributing to shortening processing times and creating satisfaction and trust among the people.

Digital transformation – A breakthrough in our service mission.
One of the Office's most notable achievements in the recent period has been its initiatives and solutions in applying information technology to promote digital transformation.
Since 2024, the Land Registration Office has implemented online payment of land-related financial obligations on the National Public Service Portal at all 27 branches. As a result, 40,611 applications have been processed online by citizens and businesses, saving time and reducing pressure on the reception and results delivery department.
Entering 2025, the Office continues to promote the application of technology in many areas. In particular, from May 20, 2025, the system has officially established electronic interoperability between land management agencies, land registration organizations, and tax authorities, making the determination of financial obligations faster, more transparent, and more accurate. This is a major breakthrough in land administrative procedure reform, highly appreciated by the Provincial People's Committee and the people.
Furthermore, the Office has implemented many innovative solutions to bring technology closer to the people. The unit has created instructional videos on administrative procedures, posting them on its website and YouTube channel, making it easier for people to access and complete procedures without wasting time traveling. This visual form of communication has received positive feedback from the public.
Furthermore, the Office has directed the implementation of the "Volunteer Saturday" model to enable officials and staff to assist citizens in resolving administrative procedures; established a working group to support organizations and businesses in processing documents; and assigned officials to provide free consultation and guidance at branches. These approaches demonstrate a spirit of responsible service and contribute to improving the satisfaction of citizens and businesses in accessing public services.
It can be affirmed that the Office's digital transformation initiatives and technology applications have made a significant contribution to building a modern, transparent administration, creating momentum for sustainable development.
Based on the results achieved, it is clear that the Thanh Hoa Land Registration Office has been on the right track in its administrative reform, digital transformation, and service to the people. The achievements in 2024 and the first half of 2025 not only demonstrate the efforts of the entire staff but also affirm the unit's pioneering role in modern, transparent, and efficient land management.
In the coming period, the Office will continue to aim to improve service quality, enhance technology application, perfect the land database, and closely coordinate with relevant agencies to resolve procedures quickly and accurately, contributing to making Thanh Hoa one of the leading localities nationwide in administrative procedure reform in the field of land.
