Position and belief

With achievements after nearly 80 years of nation-building and almost 40 years of reform, and with the strength and momentum accumulated, the country is facing many new opportunities and prospects. In this context, along with the diplomatic activities of the Party and State leaders, the diplomatic activities of President Luong Cuong, especially the official visits to the Republic of Chile and the Republic of Peru and participation in the APEC 2024 High-Level Week, further affirm Vietnam's position on the international stage, promoting an independent, self-reliant, self-strengthening, multilateral, diversified foreign policy for peace, cooperation, and development.

President Luong Cuong's official visits to Chile and Peru were warmly and respectfully received by the leaders and people of both countries. The visits extended beyond political and diplomatic exchanges to include economic cooperation, cultural exchange, education, and new areas such as technology and digital transformation. Throughout the interactions, leaders and people from both countries emphasized Vietnam's increasingly prominent role and position on the international stage.

During the talks, Chilean President Gabriel Boric Font expressed his admiration for President Ho Chi Minh and the heroic history of Vietnam's struggle, affirming: "The achievements in building and developing Vietnam, especially in the process of reform, are valuable experiences that Chile can learn from to serve its socio-economic development."

With Chile, the friendship, for over half a century, was founded by President Ho Chi Minh and President Salvador Allende, and is further strengthened by rare similarities in history, culture, geography, economic development models, and worldviews. Throughout the meetings, there were fond memories and deep respect for President Ho Chi Minh from the leaders and people of Chile in particular, and Latin America in general.

Senator Isabel Allende, daughter of President Salvador Allende, could not hide her emotions as she shared with the President her father's memories of his visit to Vietnam in 1969, including his historic meeting with President Ho Chi Minh.

In Peru, while awarding the Order of the "Peruvian Sun," the highest honor of the Republic of Peru, to President Luong Cuong, President Dina Ercilia Boluarte Zegarra emphasized that Vietnam has implemented effective economic development policies, thereby greatly supporting the strengthening of bilateral cooperation; Vietnam's active support played a crucial role in ASEAN's decision to make Peru a "development partner" in early 2024.

The official visits to Chile and Peru, two APEC economies, coincided with participation in the APEC 2024 Summit Week. A series of high-level meetings between the President and Vietnamese leaders with Chinese President Xi Jinping, US President Joe Biden, Japanese Prime Minister Ishiba Shigeru, Indonesian President Prabowo Subianto, and many other leaders further affirmed Vietnam's position, role, and contributions in regional and international forums. Speaking at the APEC Business Summit 2024, themed "Gateway to the Land of Opportunity," the President conveyed a strong message of unwavering belief in a bright future and affirmed that optimism, boldness, and the ability to identify opportunities even in the most challenging circumstances are key to success in a constantly changing and uncertain world.

Now, Vietnam enters a new era, with a new mindset, a strong aspiration for national development towards prosperity and happiness, and unwavering faith in a bright future.

As a strategic gateway connecting Southeast Asian, Asia-Pacific, and global markets, Vietnam has become a crucial link in the global value and supply chain and a large, promising market, especially in the context of its participation in large-scale free trade agreements. Despite facing numerous challenges, Vietnam has always proactively and positively participated and contributed with the highest sense of responsibility to common efforts, successfully fulfilling its responsibilities in many important multilateral mechanisms, becoming a shining example in achieving the Millennium Development Goals and the United Nations' 2030 Sustainable Development Agenda. The President emphasized: “We will participate responsibly and contribute actively to world politics, the global economy, and human civilization in the spirit that Vietnam is a friend, a reliable partner, and an active and responsible member of the international community.”



Vietnam boasts a rapidly developing and dynamic economy, ranking 34th in the world, and a strong, stable political system centered on the people. Vietnam has established diplomatic relations with 194 countries, a network of 32 Strategic Partnership and Comprehensive Partnership frameworks, including all five permanent members of the United Nations Security Council and the G7 economies; and expanded trade relations with over 220 countries and territories.

The preparation for the new era also includes efforts to deeply reform and open up, creating new development spaces and fostering confidence among international businesses and investors in Vietnam. This was demonstrated when, during the meeting with the US-APEC Business Alliance, the President emphasized that Vietnam continues to refine policies to protect intellectual property rights and the interests of businesses; ensuring that all investors are treated equally. Meanwhile, Neil Herrington, Senior Vice President of the US Chamber of Commerce, shared that the presence of numerous leaders from leading US organizations, corporations, and businesses at the meeting, such as the US-ASEAN Business Council, the National APEC Center, Google, Mastercard, VISA, Walmart, Apple, Merck & Co, Organon, P&G, Pfizer, etc., demonstrates the great confidence and desire of the US and international business communities to expand investment in Vietnam.

Preparing for the new era also involves the expansion of Vietnamese businesses and investors into international markets, with Viettel Peru (Bitel) – a joint venture of the Military Telecommunications and Industry Group (Viettel) in Peru – being a prime example. Over the past ten years, Bitel has experienced the fastest growth in the Peruvian telecommunications market, creating jobs for nearly 3,000 full-time and almost 23,000 indirect employees; average revenue over the past three years has reached US$420 million/year, profit has reached US$83 million/year, and in 2024 it is expected to reach a new peak with projected profit of US$103 million. During his visit and working session with Bitel, President Luong Cuong pointed out that Bitel's success demonstrates the potential and intelligence of Vietnam to fully expand globally and compete on equal footing in international markets. Bitel's success is Vietnam's success, and the Peruvian people's faith in Bitel is their faith in Vietnam.

The country is entering a new stage of development, rising strongly, successfully implementing the Resolution of the 13th National Congress and actively preparing to successfully organize the 14th National Congress of the Party - a special milestone on the path to a new era. In this context, the President's foreign affairs activities have continued and unlocked new potentials, strongly promoting the building of a self-reliant, confident, self-sufficient, and strong nation, entering an era of Vietnam's rise to stand shoulder to shoulder with the world's leading powers.
