1930 - 1975 - 2025, these numbers seem like a miraculous, serendipitous encounter, a preordained promise. 2025 marks the year Vietnam, along with all of humanity, has passed a quarter of the 21st century. A new era, an era of national resurgence, is about to begin with this historic milestone.

Hoan Kiem Lake is a cultural meeting point and an indispensable tourist attraction for visitors whenever they visit the capital city of Hanoi.

In his poem "The Man Who Seeks the Image of the Nation ," Che Lan Vien wrote: "What will become of the flag? What will become of the singing ? What will become of the smile? Oh, independence! How blue is the sky of our homeland! When freedom shines brightly above our heads . " This poem, written over 60 years ago, has been memorized by many generations of readers. The contemplative quality is a prominent characteristic of this work. Perhaps that is why poetry always remains fresh? Poetry holds our hand, poetry guides us.

As we welcome the Year of the Snake 2025, remembering President Ho Chi Minh and his most unique path to national salvation in history, our hearts resonate with verses that are both poignant and sublime.

What would the Party flag, the national flag, the songs, the smiles on the faces of the Vietnamese people look like? That is the vision of the nation's stature after expelling the colonial imperialists and achieving freedom and independence. And then, just four years after his return to the homeland, the General Uprising succeeded. The thunder of the August Revolution ushered in an era of independence and freedom for the nation, after thousands of years of Northern feudalism and hundreds of years of foreign domination.

Through arduous and incredibly heroic resistance, our army and people wrote a glorious chapter in history with the victory at Dien Bien Phu. But the war did not end in this tropical land where history is written in battle songs. It was not until the spring of 1975, with the complete victory of the Ho Chi Minh Campaign, that our country was reunified. The entire nation entered a new era: the era of peace and reunification, with the whole country moving towards socialism, defending the Fatherland, and building the nation "for more than ten days now."

1930-1975-2025 – these numbers represent a miraculous convergence, a preordained promise. 2025 marks the year Vietnam, along with the rest of humanity, traverses a quarter of the 20th century, a century of upheaval, witnessing the rapid changes in science and technology, where information and scientific knowledge have become exceptionally important elements of production and social life. 2025 is also the year when Party organizations nationwide hold their congresses, leading up to the 14th National Congress of the Communist Party of Vietnam the following year. The era of national resurgence begins with this historical milestone. Simply put, this is the final push to embark on a historical journey. That journey leads us to the 100th anniversary of the founding of the new Vietnam, a milestone stemming from the long and great struggle of our ancestors over thousands of years.

Now is the time to rise up.

Imagine what Vietnam will look like in 20 years. The 13th National Congress of the Communist Party of Vietnam affirmed that the country has achieved tremendous, historically significant accomplishments, developing strongly and comprehensively compared to the years before the Doi Moi (Renovation) period. The scale and level of the economy have been raised. The people's lives, both materially and spiritually, have improved significantly. Never before has our country possessed such a foundation, potential, position, and international prestige as it does today. This foundation and position serve as the basis and support for the country's progress, with the primary task being to successfully achieve the strategic goals by 2030: becoming a developing country with modern industry and a high-middle income; and by 2045, becoming a developed socialist country with a high income.

Yes, it's the image of a large ship crossing the ocean, not only with blue skies and calm seas, but also with countless storms and tempests. That's somewhat abstract; specific strategies, goals, and solutions have been researched, planned, and implemented. There are many criteria for determining what constitutes a developed country. Currently, there are 38 member countries of the Organization for Economic Cooperation and Development (OECD) considered developed countries, including the G7, newly industrialized countries, and several other countries with modern industrial production. A developed country must first and foremost be an industrialized country with advanced industrial production and a modern, civilized society. The average per capita income must exceed US$12,050 per year.

So where are we now? Thanks to the great harvests in the field of innovation, Vietnam has achieved tremendous and comprehensive achievements. The size of the economy is estimated to increase 1.45 times compared to 2021, reaching an estimated $500 billion by 2025. Per capita income has increased sharply from $3,400 to approximately $4,650, placing our country in the group of upper-middle-income countries… With new strength and momentum, and with rapid and sustainable progress, the set goals will become a reality.

Let's take 2024 as an example. Despite numerous difficulties caused by natural disasters and floods, and the severe impact of wars and armed conflicts around the world, especially in the Middle East, our country's macroeconomic situation remained stable, and inflation was controlled. Annual growth was estimated at over 7% , placing us among the countries with high growth rates in the region and the world, receiving high praise from many large and reputable international organizations.

There were many outstanding achievements in the Year of the Dragon, such as the completion of over 2000 kilometers of expressways; the completion of the 500kV circuit 3 Quang Binh - Hung Yen project after more than six months of rapid construction; the nationwide effort to eliminate temporary and dilapidated houses, to be completed by the end of 2025. And, especially, the National Assembly's resolution to build the North-South high-speed railway, an unprecedented large-scale project.

Extraordinary effort is required.

Good thoughts and words are the flowers, good deeds are the fruit. What has been accomplished is the test of our policies and guidelines. The Party's will meets the people's hearts, starting from everyday matters to long-term concerns and anxieties—something we often talk about: the need for vision, aspiration, and a proactive approach to modernize the country in the era of the Fourth Industrial Revolution, which has knocked on every door. We firmly believe that setting lofty goals by the middle of the 21st century is well-founded. This is due to the combined national strength created in previous periods, especially during the reform process. We are fortunate to have new opportunities brought about by the turning point in the world; we may be behind, but we can reach the finish line sooner.

Truth is concrete, revolution is creative. Nearly a century of building and growth has forged the character and enriched the intellect of a revolutionary Party that is "genuine and solid," as President Ho Chi Minh often said. The rich and vibrant reality of the Vietnamese revolution has proven that the correct and wise leadership of the Party is the primary factor determining all the victories of the revolution, creating many miracles in Vietnam. To increasingly live up to its role as the vanguard leading the entire nation forward, our Party has been and is constantly renewing and reforming itself.

A veteran revolutionary once confided that, in the 20th century, our nation rose up and moved forward , and now is the time to rise up, because the world is changing every day. Slow transformation means falling behind and being thrown off the path of integration and globalization. To progress quickly and sustainably, we must strive beyond the ordinary, and some things require extraordinary effort.

The 10th Central Committee Conference (13th term) outlined important directions in the preparation of documents for the 14th National Congress. These directions clearly defined the objectives and tasks of the entire Party and people for the next five years (2026-2030), during which Vietnam will continue to implement the 10-year socio-economic development strategy (2021-2030); creating a foundation to realize the vision for 2045, commemorating the centenary of the founding of the new Vietnam.

There are many immediate tasks to be done, such as continuing to improve the Party's leadership and governance capacity; combating corruption in conjunction with combating waste; and removing institutional bottlenecks, including those in mindset. To remove these bottlenecks and prevent budget funds and taxpayers' money from being wasted, it is necessary to strengthen management, supervision, and decentralization of power. And it is absolutely essential to reduce the number of administrative units and streamline staffing, ensuring that the government apparatus, agencies, and organizations are lean, efficient, and effective. This will overcome the situation of having too many people giving orders and too few people actively participating, the lack of space for critical feedback, and the fact that many officials remain "silent and waiting for their time," especially towards the end of the Party Congress term.

Ninety-five springs have passed since the Party's founding, and the Spring of the Year of the Snake 2025 is approaching, promising bright green shoots and abundant, sweet fruits in the future. This spring marks the beginning of a new journey, a new era, brimming with faith and aspirations.
