
From 2006 to 2021, Vietnam achieved and maintained the replacement fertility rate; the population size is projected to reach 101.1 million people in 2024. Vietnam is currently in a demographic dividend, creating advantages for socio -economic development, with the Human Development Index continuously increasing and the average life expectancy of Vietnamese people steadily rising.

However, some provisions of the Population Ordinance lack specific solutions to maintain the replacement fertility rate, adapt to population aging, and improve the quality of the population. The national fertility rate tends to fall below the replacement level, there is a gender imbalance compared to the natural threshold, and the quality of the population does not yet meet requirements.
The reasons stem from limitations in communication and awareness-raising efforts at all levels, sectors, and local governments. The Population Ordinance, promulgated in 2003, has seen many practical population issues arise, and its provisions are no longer relevant to current practices or consistent with the existing legal system.
The Population Law No. 113/2025/QH15 officially takes effect from July 1, 2026, replacing the 2003 Population Ordinance. The focus of the Population Law is to shift from a population and family planning policy to a comprehensive population and development policy; to maintain replacement fertility levels and respond to the rapidly aging population in Vietnam; to provide solutions to control and reduce gender imbalance at birth; and to prioritize universal healthcare, improving the physical, intellectual, and quality of human resources for the new era.
Deputy Minister of Health Do Xuan Tuyen requested that localities implement tasks and solutions on population work in a coordinated manner; raise awareness and responsibility of all levels and sectors in implementing population and development policies. Agencies and units should continue to promote the dissemination of the content of the Population Law to officials, Party members, and all segments of the population, contributing to the early implementation of the Population Law.
