1. Over 95 years under the leadership of the Party, our country and people have overcome countless difficulties, hardships, countless sacrifices and losses to achieve extremely glorious and great victories. In particular, after nearly 40 years of renovation, our country has achieved great achievements of historical significance. From a poor, backward, war-ravaged, besieged and isolated country, Vietnam has now become a developing country with average income, strong national defense and security, increasingly deep and wide integration into world politics , the global economy and human civilization; taking on important responsibilities and actively promoting its role in many important international organizations and forums. A stable Vietnam, developing more and more sustainably, the material and spiritual life of the people is constantly improved; proactive, responsible, trustworthy, and sincere in international relations, has become a symbol of peace, friendship, and a model for the development of many countries in the world. These are the premises for our country to confidently enter a new era, an era of national growth, starting from the 14th National Congress of the Party.

The new era with the Party's major strategic orientations, creating outstanding development, breakthroughs, and acceleration in all fields, realizing the aspiration to successfully build a socialist Vietnam, a rich people, a strong country, democracy, fairness, civilization, on par with the world powers; all people have a prosperous and happy life, are supported to develop and get rich; contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. To achieve the goal of bringing the nation to a bright future, our Party constantly innovates its methods, improves its capacity and fighting strength, builds a truly ethical and civilized Party with a noble mission, a great helmsman leading the State and society. Build and perfect a socialist rule-of-law State of the people, by the people, for the people; develop a socialist-oriented market economy and socialist democracy. Strongly innovate the mechanism of Party leadership, State management, and people's mastery; arouse the spirit of patriotism, self-reliance, self-confidence, self-control, national pride, and the aspiration for national development of the Vietnamese people, especially the young generation; closely combine national strength with the strength of the times; take care to build and consolidate the great national unity bloc. Under the leadership of the Party, the political system with high consensus and unanimity is determined to successfully carry out the revolution of streamlining, streamlining, strengthening, efficient, effective, and effective apparatus organization to create a comprehensive strength and new development space for the country, build a government that is close to the people, respects the people, serves the people, and is capable of performing three key tasks in the new era, including maintaining a peaceful and stable environment; developing the economy and society rapidly and sustainably; and improving people's lives, all for the people.

The era of national development is the era of breakthroughs in science, technology, innovation and national digital transformation, with digital government, digital economy, digital society and digital citizens. We are facing a historic moment, a historic opportunity for rapid and sustainable development, but also facing very high requirements for revolutionary and scientific breakthroughs, promptly removing bottlenecks and bottlenecks in basic areas of social life. Continuing to innovate economic thinking, developing productive forces and socialist production relations adapting to the knowledge economy, on the basis of gradually mastering and applying advanced scientific and technological achievements is an objective and urgent requirement for our country to overcome and shorten the gap with the world and the region.

The success of the construction of a new era requires an independent, self-reliant, high-level, high-quality economy that is competitive and effectively participates in the global production and supply chain; a comprehensive, modern, all-people national defense and security that is capable of firmly protecting independence, unity, sovereignty, territorial integrity, protecting national interests, protecting the Party, State, people, and socialist regime; maintaining political and social stability; the sustainable development of the socialist-oriented market economy, culture, and Vietnamese people in an ever-changing world. That is the dialectical development of the consistent thinking, theory, motto, and viewpoint of "national independence associated with socialism", the continuation of the fundamental, all-encompassing achievements of the cause of building and defending the Fatherland.

2. During nearly a century of leading the Vietnamese revolution, in order to protect the achievements of the revolution, to protect independence, unity, sovereignty, territorial integrity, to serve the cause of national development and building socialism, our Party has constantly supplemented and developed the viewpoint of protecting the Fatherland early and from afar, and defending the country before it is in danger. To concretize the Political Platform and documents of the Congresses, the Party has issued many resolutions, directives and conclusions to lead and direct our entire army and people to successfully carry out the task of protecting the Fatherland, such as: Resolution of the 8th Central Committee (terms IX, XI, XIII) on the Strategy for protecting the Fatherland in the new situation; Resolution No. 24-NQ/TW dated April 16, 2018 of the 12th Politburo on Vietnam's National Defense Strategy; Resolution No. 08-NQ/TW dated December 17, 1998 of the 8th Politburo on the National Security Strategy, Resolution No. 51-NQ/TW dated September 5, 2019 of the 12th Politburo on the National Security Protection Strategy and many other important thematic resolutions on national defense and security. Institutionalizing the Party and State's policies and guidelines, the Party and State have built, promulgated new and supplemented, and continuously improved the system of legal documents on national defense, creating an important political and legal basis to firmly protect the socialist Vietnamese Fatherland in all situations, building a peaceful and stable environment for national development.

At exactly 9:00 p.m. on April 30, fireworks were shot into the sky of Ho Chi Minh City, celebrating the 50th anniversary of the Liberation of the South and National Reunification Day.

The world is in a period of epochal change, shaping a new order and situation. The trend of cooperation and development is dominant in international relations; however, strategic competition between major countries and power centers continues to evolve in a complex and increasingly fierce manner in traditional and non-traditional spaces. Conflicts and wars are taking place in many regions, with the risk of spreading. The development, race, and competition in science, technology, and engineering have caused profound changes, and are changing the methods of operation, organization, and conduct of war, and the involvement/intervention of countries. The trend of the world situation creates opportunities for Vietnam to achieve its 100-year strategic goals under the leadership of the Party, creating a solid foundation for achieving the 100-year goal of the country's founding; but it also faces challenges in maintaining independence and autonomy, thereby directly affecting and challenging the task of protecting the Fatherland.

After nearly 40 years of innovation, Vietnam has become one of the most successful countries in attracting foreign direct investment (FDI) in the region.

Domestically, the four dangers that our Party has pointed out still exist, and in some cases are even more severe. Hostile and reactionary forces are vigorously implementing the strategy of "peaceful evolution" with many insidious, sophisticated, increasingly public, direct, intertwined and dangerous tricks; promoting the process of "self-evolution" and "self-transformation" within the country, demanding the "depoliticization" of the armed forces. In addition, new, non-traditional challenges and dangers have emerged, such as the risk of violating national sovereignty in cyberspace, cyber warfare; challenges to environmental security, climate change, rising sea levels, water security, epidemics, and food security. Activities of organized and transnational crimes, crimes against social order and safety are evolving in a complex manner, with an increasingly "internationalized" nature, which can turn into threats to national security; Economic and position crimes are closely linked with corrupt officials in the state apparatus, causing particularly serious consequences, directly threatening political security and people's trust in the Party, the State and the socialist regime. We are facing the risk of falling further behind in science and technology, creating challenges in information and data security and safety; at the same time, crimes using scientific and technological achievements are increasing in the context of digital transformation, building a digital government, digital economy and digital society. The above reality is daily and hourly directly threatening the task of protecting the Fatherland.

3. The 11th Central Conference of the 13th tenure agreed that the highest goal of the 14th Congress is to decide on strategic issues to ensure "stability, development and improvement of people's lives"; the high requirements of the coming period are "high-quality development and sustainable development", "proactive and autonomous in development"; determined to "establish a new growth model" with science, technology, innovation and national digital transformation as the main driving force, the private economy is one of the most important driving forces; "building a modern national education, on par with the region and the world", strongly implementing the connotation of "Our Party is morality, is civilization", model points for "socialist" provinces, "socialist" communes, posing very new requirements for the task of protecting the Fatherland. In the 03 strategic tasks of the new era, including maintaining a peaceful and stable environment; developing a fast and sustainable socio-economic situation; To improve people's lives, all for the people, ensuring a peaceful, stable, secure and safe environment for national construction and development is extremely necessary. To do so, in addition to economic independence and stability, we must build a revolutionary, disciplined, elite and modern armed force, ensuring combat and victory in all forms of war, especially high-tech warfare, focusing on a number of key tasks, as follows:

Protecting sovereignty over seas and islands, maintaining a peaceful and secure environment at sea.

Firstly, organize research and summarize practices to develop theories, art, and doctrines of national defense; theories, art, and doctrines of national defense; theories, art, and doctrines of national security protection to create a solid theoretical foundation for building people's armed forces to meet the requirements and tasks in the new era. On the theoretical foundation of Marxism-Leninism, Ho Chi Minh thought; unique, distinctive features and valuable lessons learned in history, closely following the actual situation in the country and the world related to the task of protecting the Fatherland, national defense and security work to organize the above major studies. Identify this as one of the key orientations in the Party's theoretical research work until 2030, with a vision to 2045. Focus on explaining and shaping more deeply and fully the national and comprehensive nature of the cause of protecting the Fatherland. Building and forming theories and viewpoints on the posture of defending the Fatherland - a comprehensive, all-encompassing posture, which is a close connection between inside and outside, above and below, with the pillar being the "people's heart posture" closely linked to the posture of national defense and a solid people's security posture; from there, building mechanisms, policies and conditions to ensure the operation of this posture in accordance with reality and the new situation. Researching and advising to supplement, perfect and clarify the mottos and viewpoints on partners, objects, viewpoints, orientations, goals, requirements, mottos, principles, subjects, contents, forms, measures, political-legal bases and lessons learned in protecting sovereignty, territorial integrity, protecting national interests, protecting the Party, State, people, and socialist regime; maintaining political and social stability; sustainable development of the socialist-oriented market economy, culture, and Vietnamese people in the new era. Research and perfect the theory of national defense in domestic and foreign affairs. In foreign affairs, proactively respond to and prevent plots of hostile forces to violate sovereignty, territorial integrity and unity; national sovereignty in cyberspace. In domestic affairs, ensure stability from within, the leadership role of the Party, national unity; social order and discipline to keep "warm inside, peaceful outside".

Coastal economic zones are being developed across the country, attracting hundreds of foreign investment projects.

Second, institutionalize the Party's viewpoints, policies and guidelines, summarize the practical implementation of laws on national defense; selectively study and absorb international experience to build, supplement and perfect institutions, policies and laws on national defense in accordance with new realities. In particular, focus on reviewing legal documents related to functions, tasks and areas where there is overlap between agencies and units to determine the level and criteria of completion, thereby making plans to build new ones or amend and supplement them accordingly. In the immediate future, prioritize research to build, supplement and perfect legal regulations as a direct basis for the tasks of national defense, security and national defense; legal regulations aimed at all people living in prosperity, freedom and happiness in a peaceful environment; a society of order, discipline, security, safety, health and ensuring and fully implementing human rights and civil rights as stipulated in the 2013 Constitution; on the role of the people and building a "people's heart position" in protecting the Fatherland. Gradually supplement regulations on handling and responding to non-traditional security challenges in the system of legal documents in the field of national defense and security.

Third, to build a strong, compact and elite People's Army, maintain and promote the tradition and noble qualities of "Uncle Ho's soldiers"; to build a truly clean, strong, disciplined, elite and modern People's Public Security; to maintain and promote the tradition and qualities of the People's Public Security "Forgetting oneself for the country, serving the people". In particular, to focus on building a contingent of leaders and commanders, especially campaign and strategic level cadres with sufficient qualities, capacity and prestige, equal to the task, with a reasonable structure, steadfast political will, high working and fighting capacity, pure revolutionary ethics, mastery of science, technology and engineering; to be a model of loyalty to the Fatherland, the Party, the State, the people and the socialist regime, closely attached to the people, serving the people. To be steadfast and ready to overcome all difficulties and challenges, accept hardships and sacrifices for the goals and ideals of the Party and the Fatherland. Continue to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee and the conclusions and instructions of the Party to reorganize the military and police apparatus, the structure of the staff, ensuring that it is truly lean, compact, strong, effective, efficient and effective; innovate methods of organizing work to improve the effectiveness of work and combat. Research and innovate mechanisms and policies, improve the quality of attracting and training talents, high-quality human resources, and rear policies for the people's armed forces to meet the requirements of national defense and security tasks in the new situation. Enhance the revolutionary spirit, be ready to overcome all difficulties and hardships, dare to think, dare to speak, dare to do, dare to take responsibility for the common interest, and successfully complete the tasks of cadres and soldiers. Strengthen internal political protection work for the people's armed forces. At the same time, step up the fight against, prevent and combat the plots and tricks of hostile and reactionary forces demanding the "depoliticization" of the People's Army and the People's Public Security. The People's Armed Forces must be exemplary and take the lead on the front line to protect the Party's ideological foundation; fight against corruption, negativity, bureaucracy and waste; and always be a solid support for the people in the cause of national defense and security.

Vietnam's sending of military and police officers and soldiers to perform UN peacekeeping missions continues to affirm its image as a dynamic, active and responsible member of the international community.

Fourth, unifying the perception of the task of national defense and security not only firmly protects the socialist Fatherland, but also becomes an important driving force, directly promoting socio-economic development, innovation, openness, and international integration of the country in the new era. To meet this requirement, the armed forces need to be pioneers, exemplary, and take the lead in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; associated with Resolution No. 23-NQ/TW dated March 22, 2018 of the Politburo on orientations for building national industrial development policies to 2030. Each officer and soldier upholds the spirit of lifelong learning; Pioneer and set an example in implementing the "Digital Education for All" movement, transforming the process of learning, training and applying digital knowledge and skills into an individual need, contributing significantly to improving work and combat capacity. Strengthening national defense and security potential, focusing resources, having breakthrough, creative solutions, taking shortcuts, taking the lead, taking advantage of international experience, applying advanced scientific and technological achievements to build a proactive, self-reliant, self-reliant, dual-use, modern defense and security industry, becoming the spearhead of national industry. Prioritizing research and mastering core technology, technology for manufacturing strategic weapons, professional equipment, telecommunications technology, digital technology, data technology... In particular, it is necessary to promptly grasp the most advanced techniques and latest technologies in the world to both research and apply them to work and combat; proactively detect new methods and tricks of hostile and reactionary forces and criminals using new scientific and technological achievements to prevent and stop them promptly and effectively.

Among the three strategic tasks of the new era, including maintaining a peaceful and stable environment; developing a fast and sustainable socio-economy; and improving people's lives, all for the people, ensuring a peaceful, stable, secure and safe environment for national construction and development is extremely necessary.

Fifth, strengthen international cooperation in defense and security in both breadth and depth; defense and security diplomacy continues to play a leading role, paving the way for the country's foreign affairs, serving the cause of protecting the Fatherland, promoting the strengths of the special geostrategic position; building up the potential and strength of defense and security, seizing opportunities and external resources, transforming challenges into opportunities, contributing to serving the country's development and enhancing the position and prestige of Vietnam. Resolutely and persistently implement the "four no's" defense policy, interweaving interests, maintaining strategic balance and not getting caught up in strategic competition between major countries, in order to ensure "a strong Party, a rich country, peaceful people, a strong army, more friends, fewer enemies". Elevate and expand Vietnam's contributions to peace, security, cooperation, development and progress of humanity; Strongly spread the image of Vietnam as a peace-loving country, ready to act as a bridge to resolve conflicts, cool down hot spots; actively participate in peacekeeping missions, search and rescue missions, overcome the consequences of natural disasters and catastrophes; actively fight against plots and activities against Vietnam; effectively resolve challenges and threats to national security, fight against and prevent crime. Strengthen activities in multilateral forums, proactively coordinate and participate in the process of building new laws and standards related to national defense and security, create a solid foundation, contribute to improving the effectiveness of protecting the Fatherland early and from afar. Continue to highly promote the effectiveness of strategic research and forecasting work, avoid being passive and surprised by rapid changes in politics, economy, and security in the world and the region, and policy and strategy adjustments of partners, make the most of favorable opportunities, and minimize negative impacts on the cause of protecting the Fatherland. Expand international cooperation, focusing on cooperation with trusted, traditional partners, partners with potential and strengths in science and technology, prioritizing the promotion of technology transfer, mastery and development from abroad, especially source technology, strategic technology and training of high-quality defense and security human resources to serve the cause of protecting the Fatherland.
