The Artificial Intelligence (AI) Readiness Index report shows that Vietnam ranks 5th out of 10 in ASEAN, surpassing the Philippines.
The results were just published in the " Government AI Readiness Index" report conducted by Oxford Insights (UK). This is the 6th time the global AI Readiness Index report has been published, following the years 2017, 2019, 2020, 2021 and 2022.
In 2023, Vietnam's average score increased to 54.48 points (53.96 in 2022 and 51.82 in 2021). Vietnam also surpassed the Philippines to rise to 5th place out of 10 in the ASEAN region, up one place compared to last year.
The report has expanded the ranking to 193 countries/territories. Accordingly, compared to the world, Vietnam ranked 59/193 countries/territories (in 2022 this number was 55/181). This is the third year that Vietnam has surpassed the world average.
To evaluate, Oxford Insights relies on three pillars: government, technology, and access to databases and infrastructure. Of which, government (regulations, policies, readiness to adapt to change) scores 69.04 points. The remaining two pillars include technology (37.82 points) and access to databases and infrastructure (56.58 points).
2023 will see an explosion of breakthroughs in artificial intelligence and action on AI governance and ethics, such as the AI Act, and a rise in global AI conferences bringing the technology to the forefront.

The report divides the world into nine regions: North America, Latin America and the Caribbean, Western Europe, Eastern Europe, Sub-Saharan Africa, the Middle East and North Africa, South and Central Asia, East Asia and the Pacific . The report analyzes expert opinions for each region of the world, with each region assessed overall, readiness indicators, leading focus countries and future directions.
The US topped the global rankings with a score of 84.80 thanks to high scores in all three pillars, including outstanding growth in the technology sector. One of the most important developments in the country's AI readiness is reflected in its AI policy, including the announcement of an executive order on the development and use of safe and secure AI and clear regulations on AI standards in the administration of President Joe Biden.
Singapore ranked second (81.97) as the East Asian “regional leader” and a global leader in both the Government (90.40) and Data and Infrastructure (89.32) pillars. This reflects the country’s vision score, which has focused on developing an AI risk framework, piloting its own chatbot similar to ChatGPT and large language models (LLM) to enhance user experience and support businesses in using and protecting data.
Other countries in the top 5 are the Western European group including the UK (third, 78.57 points), Finland (fourth, 77.37 points) and Canada (fifth, 77.07 points), reflecting the fact that North America and Western Europe are the regions with countries leading the index globally. Among these, Canada is considered one of the countries that quickly adapted to the boom of the trend of generative AI, through the promulgation of rules for the development and responsible management of generative AI.

The East Asia region is of particular interest this year, with an average score of 51.41, ranking fourth out of nine regions assessed, surpassing South and Central Asia and the Pacific. However, there is a large difference in rankings between countries in this region, for example, a gap of 52 points between Singapore (ranked first) and Timor-Leste (ranked 17th).
