Innovation and creativity in building new rural areas in Vinh Phuc

In the early days of implementing the new rural area (NTM) construction program at the end of 2010, Vinh Phuc faced many difficulties. The whole province had only 14 communes meeting 10-14 new rural area criteria; 80 communes meeting 5-9 criteria; 18 communes meeting less than 5 criteria; the average income per capita in rural areas reached about 11 million VND.

The policies on agriculture and rural development are still unfinished, agricultural production is still fragmented, and the economic and social infrastructure is not synchronized. The vicious cycle between escaping poverty and falling back into poverty occurs when the mentality of waiting and relying on others is present in the way people think, act, and think.

In order to concentrate resources and effectively implement, in the period of 2010-2020, the Provincial Party Committee, People's Council, and People's Committee of Vinh Phuc province, together with all levels, sectors, and all people in the province, implemented important policies and guidelines to create a foundation and legal basis, initially reaping success in the new rural construction program.

Implementing Resolution No. 19-NQ/TW of the 13th Party Central Committee on agriculture , farmers, and rural areas to 2030, with a vision to 2045; Decision No. 263/QD-TTg of the Prime Minister approving the National Target Program on New Rural Development for the 2021-2025 period...,

Vinh Phuc Provincial Party Committee issued Resolution No. 12 on strengthening leadership in implementing the National Target Program on New Rural Construction for the 2021-2025 period; Resolution No. 40 approving the Project on implementing the National Target Program on New Rural Construction for Vinh Phuc province for the 2021-2025 period.

Accordingly, Vinh Phuc shows the will and aspiration to change the face of the countryside; The new rural construction program is implemented according to the motto of relying on the internal strength of the community, everything must be known by the people, discussed by the people, done by the people and enjoyed by the people; building a rich - beautiful - civilized Vinh Phuc countryside; having a modern socio-economic infrastructure; building a commodity agricultural production, improving quality, efficiency and competitiveness; linking agriculture with rapid development of industry and services...

Unlike other provinces in the country, which simultaneously implement new rural construction in communes, Vinh Phuc has selected 20 pilot communes to gain experience, then direct the implementation in a "rolling" manner. The completion of the criteria is not rigid but based on the characteristics and actual situation of the locality to invest appropriately, avoiding waste.

Typically, Vinh Phuc has many mechanisms and policies to support the implementation of the program such as support mechanisms for rural and intra-field transport; support for compensation, site clearance and investment in the construction of cultural, sports and entertainment facilities; support for funding to purchase equipment for cultural houses of communes, wards, towns, villages and residential groups; support and incentive mechanisms for investment in market infrastructure in the province; support mechanisms for rural environmental protection, etc.

At the same time, proactively integrate the contents of new rural construction with the implementation of local economic and social development programs, projects and plans; promptly issue investment mechanisms and policies to support the agricultural, rural and farmer sectors; policies that are close to reality and have practical effects become the driving force to promote the progress of program implementation.

Thanks to the efforts and determination of the Party Committee, government and people, the national target program on new rural construction has achieved many important results, contributing to fundamentally changing the face of rural areas, promoting the socio-economic development of the province, and improving the material and spiritual life of the people.

The numbers speak

Up to now, 100% of communes in the province have been recognized as meeting new rural standards for the 2011-2020 period and are continuing to maintain standards according to regulations for the 2021-2025 period.

Average income per capita in rural areas is about 60 million VND; 93% of rural residents participate in health insurance; the rate of rural households using hygienic water is 100%, of which the rate of households using clean water meeting national technical standards is more than 60%...

Yen Lac district and Binh Xuyen district were recognized as meeting the standards of new rural districts; Vinh Yen city and Phuc Yen city continued to maintain the standards/complete the task of building new rural areas; Vinh Tuong, Tam Duong, Tam Dao, Lap Thach and Song Lo districts basically met 3/4 of the conditions for recognition as new rural districts and are continuing to complete the conditions and criteria for recognition as new rural districts.

Regarding the results of building advanced and model new rural areas, up to now, the whole province has 34 communes meeting advanced new rural standards, reaching 81% of the planned target; 2 communes meeting model new rural standards, reaching 18.2% of the planned target.

Along with that, 190 villages were recognized as model new rural villages, reaching 140% of the planned target; 13 smart villages, reaching 118% of the planned target; Yen Lac district is proposing to consider recognizing the district as meeting advanced new rural standards in 2023.

Building new rural areas in depth, improving people's lives and spirits

It is expected that by the end of 2024, Vinh Phuc will complete 100% of the plan targets for advanced and model new rural communes. It is worth mentioning that from the motto "The State and the people work together", the role of the people is more clearly demonstrated in the work of land clearance, land consolidation, house renovation, garden renovation, economic development, etc.

In the 2021-2023 period alone, the total investment capital for building advanced and model new rural areas in the province is more than 7,626 billion VND, of which nearly 1,039 billion VND is contributed by the people. Through surveys in localities, the satisfaction rate of people with the results of building new rural areas reaches 90% or more.

In addition to many outstanding results, the process of building new rural areas in the province is still facing a number of difficulties and challenges. Specifically, the set of new rural criteria for the period 2021 - 2025 requires higher requirements than before, especially the criteria for the rate of households using clean water from the centralized water supply system for advanced new rural communes, new rural districts, and advanced new rural districts, while the province is currently suspending the implementation of mechanisms and policies to support enterprises in investing in the construction of centralized clean water supply works and projects for communes in the province.

In addition, many localities still face difficulties in maintaining the criteria for new rural communes according to regulations for the 2021-2025 period, especially for the criteria: Schools, village cultural facilities, environment and food safety...

Realizing that building new rural areas is a central, regular, and continuous task, a journey that has only a starting point but no end, Vinh Phuc province directs departments, branches, and localities to continue to actively remove difficulties, focus on improving the quality of criteria in the direction from "quantity" to "quality", bringing the national target program on building new rural areas to increasingly improve and go into depth.

At the same time, promote propaganda work, effectively implement emulation movements to build new rural areas; pay attention to developing economic and social infrastructure in rural areas, especially implementing solutions to implement water supply projects, as a basis for completing the target of the rate of households using clean water from centralized water supply systems; support rural economic development in the direction of circular economy, ecological agriculture, etc.

Vinh Phuc has been, and always is, striving to reap socio-economic achievements. The significance of those achievements is not simply in numbers, weighing and measuring, but more importantly, they are all for the sole purpose of improving all aspects of life for the people.

That is also the basis for gaining the "crown of trust" of the people, thereby building livable countrysides, realizing the goals of modern countryside, ecological agriculture, civilized farmers, creating a model Vinh Phuc, rich, beautiful, civilized, modern.
