VNPT needs to pioneer in developing national digital infrastructure and master core technology.

On the afternoon of September 6, in Hanoi, Prime Minister Pham Minh Chinh attended the 80th Anniversary Ceremony and was honored to receive the Labor Hero title of Vietnam Posts and Telecommunications Group (VNPT). This is the second time that VNPT Group has been honored to receive this noble title awarded by the Party and State.

Nearly 10 years ago, VNPT officially launched its new phase strategy VNPT 4.0, a strategy that represents a strong change in the objective and inevitable trend of global digital transformation.

VNPT has proactively repositioned itself, exploring so that VNPT is not only a traditional telecommunications service provider, but must transform itself to become a technology enterprise, providing digital services, pioneering in leading national digital transformation from the very first days.

To fulfill that mission, VNPT sets itself a challenging breakthrough goal, which is to contribute at least one digital transformation platform of national significance each year, a specific platform that is widely applied in practice, effective, pervasive, and solves big problems, bringing practical results to the Government , people and businesses.

This goal is also a factor to contribute to spreading the spirit of creating a digital ecosystem, thereby promoting the success of the strategy and operations of the Vietnam National Digital Transformation Program.

With that spirit of action, the sweet fruits of the goal have been reaped over time. In 2019, the national-scale platform National Document Interconnection Axis was born. This practical step, widely used today, has helped more than 16.9 million documents annually from paper to a comprehensive digital environment, along with decrees recognizing the legal value of electronic documents in today's digital environment, and it has become an essential foundation in the direction and operation of national authorities, social organizations and businesses.

The National Public Service Portal platform was launched in 2020 – the first public service portal in Vietnam to serve people and businesses nationwide with more than 3,400 online public services and has served more than 7 billion visits to date.

And also on this platform, for the first time, from the Central to all levels of government can manage the situation and quality of public administrative services.

In the 2021-2022 period, VNPT was given the opportunity to implement a national technology project, an unprecedented project - the National Population Database project with a scale of more than 100 million people, spread across all 63 provinces and cities, 11,000 communes and wards, always ensuring "Correct-sufficient-clean-living" data and ensuring absolute information security.

In the context of the Covid-19 pandemic, completing the project on schedule and with quality is an extremely proud result in this period. This is the only digital identification platform that serves as a premise for developing applications of the national Project 06.

From 2023 to present, many digital transformation products spreading from the national level of VNPT have been continuously put into practical application: National database system on cadres, civil servants, and public employees; Public Service Portal and electronic one-stop information system for the Ministry of Public Security; Population database system for Laos, etc.

VNPT's digital transformation solutions are present in 100% of provinces and cities nationwide; from July 2025, after operating the government organization according to Resolution 18, 26/34 provinces and cities are currently using VNPT's administrative procedure settlement information system for their localities, 21/34 provinces/cities are using VNPT's electronic document management system; The electronic healthcare system developed by VNPT is currently serving more than 8,200 medical facilities, accounting for more than 60% of the market share; VNPT's digital education ecosystem has been deployed in more than 30,000 schools, serving nearly 10 million students and more than 800,000 teachers;

VNPT also continuously invests and develops a modern, comprehensive and synchronous digital infrastructure system: VNPT is operating 8 international standard IDC data centers; 4G digital infrastructure, Vinaphone 5G network is present in all provinces and cities; VNPT is operating 2 satellite systems, 5 submarine optical cable lines and especially with the opening of the VSTN international land cable line, VNPT is the only enterprise owning a comprehensive transmission system: submarine cable, land cable and satellite.

In terms of operational efficiency, in nearly 10 years, the Group has made great strides, with its profit scale and state budget contribution doubling compared to the beginning of the period. Up to this point, digital service revenue has also grown in scale, contributing 15% of the Group's total revenue.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the title of Labor Hero to VNPT Group.

Speaking at the ceremony, Prime Minister Pham Minh Chinh stated that over the past 80 years, VNPT has undergone continuous innovation, creativity, and development closely linked to the revolutionary history and the cause of building, innovating, and defending the Fatherland, summarizing 5 main achievements:

Firstly, it made a significant contribution to the success of the resistance wars against invaders and to protect the Fatherland: the sector ensured uninterrupted communication from the central government to the battlefield and vice versa from the battlefield to the central government; ensured communication for the people from safe areas to enemy-occupied areas, between the North and the South during the resistance war, contributing to the glorious victories of the nation, protecting the independence, unity of the country and territorial integrity. During that process, nearly 10,000 outstanding children of the sector, regardless of hardships and lives, heroically sacrificed themselves on fierce fronts, protecting and maintaining the "information lifeline" of the revolution.

Second, important contributions to socio-economic development: the postal industry, including VNPT, always plays a pivotal role in developing socio-economic infrastructure, not only effectively serving social life and deep international integration, but also contributing to the economic restructuring, making science and technology a key economic sector, a new driving force for the country's development.

VNPT has surpassed itself, comprehensively innovated its way of thinking and working, and achieved its strategic goals: going straight to modernity, rapidly developing its network and services, rapidly increasing traffic and revenue, meeting the increasing information needs of society and the requirements for innovation in the country's and enterprises' management capacity in most fields; production and business indicators have grown well.

Third, playing a pivotal role in national digital transformation: currently with about 1,000 core technology engineers in the Group and more than 2,000 high-quality technology engineers in branches in provinces and cities across the country, helping to form a widespread network of digital technology human resources.

The Group has clearly demonstrated its sense of responsibility, discipline and especially its practical implementation capacity for many key digital infrastructure projects such as: National population database with more than 100 million population data, National public service portal currently has over 7 million accounts and provides more than 4,400 online public services, Public service payment platform connecting 34 provinces/cities and ministries, branches, Electronic identification and authentication system serving tens of millions of transactions per month, National document interconnection axis processing hundreds of millions of electronic documents...

These efforts have contributed to Vietnam entering the group of countries with a "Very High" e-Government Index for the first time in 2024, ranking 71st out of 193 countries ranked by the United Nations, up 15 places compared to 2022, contributing to realizing the aspiration of building a prosperous "digital Vietnam".

Fourth, contributing to strengthening the country's national defense-security potential and digital sovereignty: VNPT is an important force to ensure information safety and security in all situations, including natural disasters, epidemics, emergencies, etc.; it is also the core force in building technological solutions to protect the security, safety and confidentiality of citizen data and specialized data transmission networks of the political system, protect national digital sovereignty, prevent cyber warfare, build a national defense and people's security posture in the digital age.

Fifth, promoting deep international integration and enhancing Vietnam's position: with the successful launch of two commercial telecommunications satellites Vinasat-1 (in 2008) and Vinasat-2 (in 2012), VNPT set a historical milestone for Vietnam's telecommunications and affirmed national sovereignty in outer space.

VNPT has signed cooperation agreements with many leading technology corporations in the world, providing opportunities for technology transfer and management capacity, improving the quality of human resources, and promoting the image of a dynamic and creative Vietnam to the world. VNPT's "Make in Vietnam" products and services have contributed to enhancing the national reputation and brand, affirming Vietnamese intelligence.

The Prime Minister requested VNPT to value time, intelligence, timely decisiveness, dare to think, dare to do, surpass itself; be a pioneer in science and technology, digital transformation; take people as the center, take digital transformation as the driving force, take science and technology as the foundation. The Group needs to actively concretize the Resolutions of the Politburo, especially Resolution 57-NQ/TW, into the most specific and effective action programs.

The Government's Resolutions, Decisions and recent directions of the Prime Minister related to the Group's development orientation are: to continue to build and develop VNPT into a strong, dynamic, efficient, modern state-owned economic group with the capacity to compete domestically and internationally, to perform well in public service tasks, and to contribute to promoting socio-economic development, national defense and security. The Group needs to unite, unify, have a vision, and a goal, to become a technology group that takes digital infrastructure, digital technology and digital services as the mainstay, owns and exploits the foundations and infrastructure pillars of the national digital infrastructure, is a pioneer in innovator in researching and mastering digital technology and providing digital ecosystems in all fields.

To achieve the set goals, the Prime Minister requested ministries, branches and localities, including the Group, to contribute to the completion of this goal with the motto "look far, look wide, think deeply, do big". In that spirit, the Prime Minister requested VNPT to take the lead in implementing 5 main tasks:

Firstly, pioneering research and mastering core technologies: proactively investing, researching, mastering, and applying core and key technologies such as artificial intelligence (AI), Big Data, Cloud, IoT, 5G/6G, and cyber security; investing heavily in research labs, cooperating with domestic and international institutes and universities to create highly competitive "Make in Vietnam" technology products and services, and actively transferring technology.

Second, proactively create a national innovation ecosystem through building an open ecosystem to accompany and support technology startups to develop and create breakthrough “Make in Vietnam” products, services and solutions. VNPT needs to become a “launch pad” for creative ideas, contributing to the formation of a vibrant technology community, connected to each other and to the economy.

Third, play a "core" role in national digital transformation, promote the construction of digital infrastructure through synchronous deployment of national digital infrastructure, ensure safe and smooth connection from the central to local levels; develop shared digital platforms, effectively, securely and safely serve the digital government, digital economy, digital society, digital citizens and support ministries, branches, localities, small and medium enterprises to strongly participate in the digital transformation process, shorten the development gap between regions; actively participate in ensuring social security, especially actively eliminating telecommunication signal depressions in remote areas in the spirit of State investment and enterprise operation.

Fourth, linking economic development with national defense and security tasks. VNPT needs to resolutely implement technological solutions, contributing to making the digital economy a new and sustainable driving force for development, accounting for at least 20% of GDP and helping the country's GDP growth reach 8.3-8.5% this year as set out in the target, creating a premise for achieving double-digit growth in the coming years; becoming a core force in preventing cyber warfare, protecting citizen data and the political system in the cyber environment.

Fifth, promote the traditional strength of the revolutionary postal industry and VNPT people to build a team of high-quality cadres and technology engineers with foresight, strong political will, daring to think, daring to do, daring to take responsibility, daring to innovate, pioneering, daring to commit to innovation, international integration, effectively contributing to the implementation of strategic breakthroughs in developing high-quality human resources.

The Prime Minister emphasized that the Government will always accompany, listen, remove difficulties, and create favorable mechanisms for VNPT to maximize its potential, fulfill its mission, and promote all good cultural values. VNPT also needs to propose to the Government necessary mechanisms and policies for development.
