Regarding the delay in supplying teaching equipment: "We are very concerned but must be cautious."

On October 9th, in an interview with Dan Tri newspaper, Mr. Pham Anh Giang, Head of the Planning and Finance Department of the Thanh Hoa Department of Education and Training, acknowledged the unit's delay in providing teaching equipment and supplies in accordance with Circular 39 of the Ministry of Education and Training .

Mr. Giang stated that, in implementing Circular 39, the Thanh Hoa Department of Education and Training has guided high schools in the area to select minimum teaching equipment according to the 2018 General Education Program.

Following the instructions of the Department of Education and Training, 113 schools, including 88 high schools, junior high and high schools, and 25 vocational education and continuing education centers, compiled lists and registered to receive teaching equipment and materials.

However, after more than two years of implementation, schools have twice compiled lists of teaching equipment and supplies based on their needs, but have still not received any teaching equipment.

According to Mr. Giang, the Department of Education and Training bears significant responsibility for the delay in providing learning equipment. During the implementation process, the Department of Education and Training did not provide decisive and close guidance to schools in compiling the lists.

"The schools spend a lot of time selecting and compiling the list. After the list is compiled, the departments have to do the overall work. Some items have thousands of pieces of equipment, making it very difficult to statistically analyze and classify them. Some schools even request changes to the equipment selection list. If schools are not allowed to change it, the equipment they receive will be unsuitable, inefficient, and wasteful," Mr. Giang said.

Furthermore, complications regarding the Bidding Law are also a reason for the delay in providing learning equipment to schools. According to Mr. Giang, at the end of last year, the Thanh Hoa Provincial People's Committee approved the budget and prepared for bidding, but encountered difficulties due to the application of the new Bidding Law.

"The new Bidding Law has just been enacted, but there is no guiding decree yet. When the Bidding Law changes, so does the Price Law. When the Price Law changes, the old price appraisal report is no longer valid, so we have to wait for the guiding decree to implement the new Price Law before we can proceed," Mr. Giang explained.

According to Mr. Giang, during the period 2022-2025, from the education and training budget, the Thanh Hoa Provincial People's Committee allocated more than 200 billion VND to the Department of Education and Training to purchase teaching equipment for schools according to Circular 39, but the funds have not yet been disbursed.

Mr. Giang stated that the provincial People's Committee's allocation of funds for purchasing teaching equipment and supplies is only partial support and supplementation, not full funding. Localities must utilize their own resources to purchase additional supplies or solicit social contributions.

To date, the Thanh Hoa Department of Education and Training has been behind schedule in providing minimum teaching equipment for all three levels of education (except for grades 1, 2, and 6, which have already received supplies).

"We are very concerned about the lack of teaching equipment in schools, but we must proceed cautiously step by step. Currently, the Department has submitted a plan to the Thanh Hoa Provincial People's Committee for selecting contractors. The procurement of equipment and learning materials according to Circular 39 will be carried out in January 2025," Mr. Giang informed.

Previously, Dan Tri newspaper published an article titled "Department of Education and Training slow in providing teaching equipment, teachers and students 'patching up'" reflecting on the fact that, despite having registered to receive equipment and learning materials according to the 2018 General Education Program, many schools in Thanh Hoa province have been waiting for the past two years.

The lack of equipment and teaching materials has created many difficulties in teaching according to the 2018 General Education Program.
