After overcoming numerous difficulties, the outstanding achievements of 2024 are truly spreading, inspiring, empowering, and creating momentum for the country to confidently enter 2025 - the year of preparation for a new era - an era of national resurgence.

The nation's rise in the New Era is a great revolutionary undertaking of the entire Party, people, and army, reflecting the aspiration to elevate the country's renewal process to a new level. However, we also face numerous difficulties and challenges ahead, requiring more vigorous and decisive innovative solutions in all areas of political , economic, cultural, and social life. Our country has just concluded a year full of emotions and significant milestones – a year that further affirmed the Vietnamese character, strength, intelligence, and spirit in overcoming great challenges.

With unprecedented determination and resolve, the entire nation has united, innovated, and continuously improved in both thought and action. Through strong and decisive policies, many new successes have been achieved. The Vietnamese economy continues its growth momentum, with GDP estimated at over 7%; total import and export turnover approaching a record high of 800 billion USD, with a trade surplus of nearly 23 billion USD, the highest ever; and attracting over 31 billion USD in FDI, placing Vietnam among the top 15 developing countries attracting the most FDI in the world.

In the context of a volatile global economy, this growth not only provides a foundation for breakthroughs in 2025 but also creates momentum for rapid development in the following years. Alongside this, strategic projects in transportation and energy have been and continue to be a driving force, affirming the strategic vision for the country's sustainable development.

The breakthroughs of the past year are also reflected in the institutional building process, preparing for a new phase of even greater development with higher goals. With a spirit of innovation and a firm rejection of the "if you can't manage it, ban it" mentality, the National Assembly and the Government have built a legal framework for new sectors, encouraging creativity and unlocking resources.

Many new, difficult, and complex laws were passed in a single session; institutions were reformed to promote decentralization and delegation of power in the spirit of "local authorities decide, local authorities act, local authorities are responsible." This innovation, creativity, and breakthrough is also reflected in the Party's personnel work, aiming to improve the effectiveness of leadership and governance of the country and ensure stable development.

Party building and rectification, and the fight against corruption, waste, and negative phenomena, continue to be the focus; several high-ranking Party and State officials have been disciplined or prosecuted, demonstrating the principle of "no forbidden zones, no exceptions," reflecting the determination to build a clean and strong political system. The revolution in restructuring and streamlining the apparatus has created a strong and widespread impact throughout the entire political system, from the central to local levels; from within the Party to the entire society. These are crucial prerequisites and foundations for continuing to build a lean, efficient, and effective apparatus, to propel the entire "machine" forward and create new impetus for national development.

The major directives and orientations of the Party and General Secretary To Lam on "The New Era - The Era of National Struggle" are serving as a rallying cry on the eve of Party Congresses at all levels, urging action, innovation, and a spirit of bold thinking, action, and responsibility from all levels and sectors, including Hanoi. With a spirit of continuous innovation in thinking and action, Hanoi has created policies and established new development spaces with a long-term vision for the capital's development, resolutely implementing three strategic breakthroughs linked to the synchronized implementation of socio-economic development goals and tasks.

Hanoi is shining brightly with a new posture, a new appearance, and new vitality, continuing to be a pioneer and role model in implementing the Central Government's major policies with strong changes in economic development, urban infrastructure, and promoting digital transformation and green transformation in various fields… to be ready to pioneer into a new era – an era of growth.

A new spring has arrived – a spring of new faith and new expectations. The road ahead still holds many difficulties and challenges, but with strong determination, collective effort, maximizing internal strengths, and leveraging external resources – including the inherent resources of human capital and creativity – new opportunities will open up, allowing the country and the capital to rise even higher. And in the continuous flow of innovation, the entire nation is strongly reviving national pride, self-reliance, self-confidence, and self-strength, closely combining national strength with the strength of the times, leading the country to comprehensive and robust development, breaking through and soaring to new heights.
