Speaking at the meeting with the Director General of WIPO, Minister of Science and Technology Nguyen Manh Hung said that Vietnam is entering a new stage of development with the aspiration to become a high-income country, taking science, technology, innovation and digital transformation as pillars. At this stage, the role of intellectual property is extremely important, so he hopes that WIPO will increase support and cooperation in initiatives to measure the impact of science, technology and innovation on economic growth, as well as accompany the development of digital tools and platforms for intellectual property management, thereby forming typical cooperation models that can spread to many other countries.
Mr. Daren Tang, Director General of the World Intellectual Property Organization, affirmed that WIPO supports and is ready to accompany Vietnam on the journey of promoting science , technology, innovation and digital transformation. According to him, the goal is not only to develop scientific and technological potential but also to turn it into concrete results such as creating more jobs, more innovative products and services. To do that, intellectual property assets need to be protected and effectively commercialized.

According to the Memorandum of Understanding, the objective is to cooperate in priority areas, of initiatives and outcomes to support Vietnam in achieving its goals of breakthrough development in science, technology, innovation and national digital transformation.
The two sides agreed on priority areas for implementation including:
Intellectual property laws, policies and strategies: support the review, development and implementation of intellectual property laws, strategies and action plans at the national level.
Global intellectual property protection system: promoting the effective operation and use of international registration systems in Vietnam.
Capacity building and support for businesses: capacity building for intermediary organizations, small and medium enterprises, and startups in managing, protecting, and commercializing intellectual property.
Innovation, research and commercialization: Promote the creation, use and commercialization of domestic intellectual property, including university-industry cooperation, technology transfer, and conducting research on intellectual property, including research on the development of indicators measuring the contribution of intellectual property to socio-economic development.

Intellectual property awareness, education and training: expand training at all levels, develop professional skills, provide reference materials, propaganda materials, raise public awareness.
Enhance capacity, organizational governance and dispute resolution for intellectual property agencies: Increase organizational efficiency, apply digital solutions and artificial intelligence in appraisal work, support the establishment of dispute resolution mechanisms, including mediation mechanisms.
The focal point for implementing the Memorandum of Understanding on the Vietnamese side is the National Office of Intellectual Property. On the WIPO side, the focal point for implementation is the Asia and Pacific Department, under the Development Cooperation Division, Regional and National Development Sector.
