
The participants in the training course were officials from the compensation, support, and resettlement councils; and land valuation councils at the People's Committees of 168 communes, wards, and special zones.

In her opening remarks, Ms. Pham Thi Thanh Hien, Director of the Ho Chi Minh City Department of Internal Affairs, stated that after three months of operation, the two-tiered local government system, while having some positive aspects, still faces difficulties. Surveys of wards, communes, and special zones revealed many challenges in restructuring, with many issues being mechanically accumulated and not yet rationalized.
Practical experience shows that land clearance and public investment disbursement also face many difficulties. In that spirit, the Ho Chi Minh City Party Committee and People's Committee have directed relevant departments to organize professional training for officials and employees in each field, especially on current "hot" issues, including compensation, land clearance, and public investment disbursement.
"The training conference aims to further improve compensation and land clearance work in the area, contributing to accelerating the disbursement of public investment and promoting socio -economic development of Ho Chi Minh City in the coming years," said Ms. Pham Thi Thanh Hien.

According to Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City, the training conference on compensation and land clearance is of practical significance in the context of Ho Chi Minh City accelerating the implementation of infrastructure projects, urban renovation, and socio-economic development, while also demanding increasingly higher standards for ensuring the legitimate rights of people whose land is being acquired.
"Stemming from practical requirements, land law regulations, especially the 2024 Land Law and its implementing decrees, contain many new points directly related to compensation, support, and resettlement. If officials and civil servants are not equipped with timely and consistent knowledge, it will lead to inconsistent interpretations and applications, easily causing difficulties and complaints, affecting project progress," Mr. Nguyen Toan Thang emphasized.

The Director of the Department of Agriculture and Environment of Ho Chi Minh City requested that officials and staff focus on research, engage in frank discussions, and share practical experiences, especially regarding difficulties and obstacles in their localities and units, in order to jointly find solutions to overcome them.
