Building a cultural environment is an important task, contributing to improving the quality of life and preserving national identity. To date, many localities in Thanh Hoa province have been making effective efforts to implement the "All People Unite to Build a Culturally Rich Life" movement, contributing to building exemplary communes with civilized, compassionate, prosperous, and beautiful lifestyles.
Cultural and sports facilities in residential areas of Hoang Dong commune (Hoang Hoa district) have been invested in and are now spacious, clean, and beautiful.
With many outstanding achievements in socio -economic development and cultural life building, in 2024 Hoang Dong commune was recognized as a "model commune" of Hoang Hoa district. Here, the movement for building a cultured lifestyle is increasingly deepening and receiving positive responses from the community. In residential areas, a healthy cultural lifestyle is gradually being promoted; the spirit of solidarity and mutual assistance is increasingly being fostered. Leading the way in participating in environmental protection, building a cultured lifestyle, and participating in economic development are residential areas such as Quang Trung village, Hong Thai village 1, Hong Thai village 2, etc. Living standards have improved, and cultural, artistic, and sports activities are regularly organized in the commune with many diverse, rich, and attractive forms. Currently, along with the cultural and artistic groups of the villages, Hoang Dong commune also maintains an effective folk art club, contributing to the dissemination of traditional cultural values. To date, all 5 villages in the commune have achieved the title of "cultural village," and the percentage of cultural families has reached 92%.
According to Nguyen Huu Phuong, Chairman of the People's Committee of Hoang Dong commune: "To ensure the implementation of the movement for building a cultured lifestyle in residential areas becomes more profound, we always pay attention to commending and encouraging exemplary collectives, individuals, and residential areas in building a cultural environment. At the same time, we recognize that cultured families and cultural residential areas are the core elements contributing to maintaining political security, social order and safety, and building a sustainable cultural environment. By 2024, 100% of households in the commune will practice a civilized lifestyle in weddings, funerals, and festivals. This is an important driving force to promote socio-economic development and improve the quality of life for local people."
In Thuong Xuan district, Xuan Cao commune was recognized as a "model commune" in 2024. The commune currently has 1,367 households, the majority of which are ethnic Thai and Muong people (over 42% Thai and nearly 27% Muong). Annually, the commune's Steering Committee for the Movement to Build a Culturally Advanced Society proactively develops plans to implement the movement's contents, while also guiding residential areas to organize many practical and appropriate activities. Currently, all 9 villages in the commune have been recognized as "cultural villages," with 80.7% of families achieving the status of "cultural families," and 100% of households practicing a civilized lifestyle in weddings, funerals, and festivals. Among them, some villages such as Xuan Minh 1, Xuan Minh 2, Xuan Thang, Vinh Quang, Thanh Tien, etc., are residential areas that are always enthusiastic leaders in implementing the movement.
According to Le Ba Tien, Chairman of the People's Committee of Xuan Cao commune: "Given the characteristics of a mountainous commune, building a cultural environment still faces certain difficulties. Therefore, during the implementation of the 'All People Participate in Building a Culturally Rich Life' movement, it is necessary to closely adhere to the content to find methods suitable to the specific characteristics of each residential area. This includes focusing on preserving and promoting the unique cultural values of the Thai, Muong, and Kinh ethnic groups in the commune. To date, cultural and artistic activities such as 'khua luong' (a traditional dance), 'khap Thai' (a traditional Thai folk song), 'dancing on the bamboo pole,' 'tung con' (a traditional ball game)... are still regularly maintained by residential areas in the commune during holidays, festivals, and the National Unity Day. Along with that, the commune focuses on replicating exemplary models in residential areas in implementing the five contents of the 'All People Participate in Building a Culturally Rich Life' movement to encourage and motivate all levels of the people to participate in building a cultural environment." The results of the annual recognition of "Culturally Advanced Family," "Culturally Advanced Residential Area," and "Culturally Advanced Agency/Unit" titles have consistently met and exceeded the set targets. This has contributed to promoting local socio-economic development. In 2024, the average per capita income of the commune reached 46 million VND/year, and the poverty rate decreased to only 4.24%.
Building a cultural environment is not only a task but also a journey of preserving and promoting the positive values of the community. The achievements in the "exemplary communes" of Hoang Dong (Hoang Hoa district), Xuan Cao (Thuong Xuan district), and other exemplary communes and wards in the province are clear evidence of the leadership and guidance of all levels, sectors, and local authorities, as well as the responsibility of the community in building a cultural living environment, contributing to a solid foundation for socio-economic development.
