Building the new Vietnamese farmer

During the period 2026-2031, the Vietnam Farmers' Association will continue to promote the leading and central role of farmers in agricultural development, rural economy, and the construction of new rural areas. The goal is to build a new type of Vietnamese farmer who meets the development requirements of the new era.

16 out of 18 targets were met or exceeded.

According to Ms. Nguyen Thi Viet Ha, Deputy Head of the Farmers' Affairs Department (Central Committee of the Vietnam Farmers' Association ), the Association's work and the farmers' movement in the 2023-2026 term continued to achieve important, comprehensive results with many breakthroughs.

Farmers' associations at all levels have implemented and completed 16 out of 18 planned targets, including many difficult targets that exceeded the plan for the entire term. For example, the establishment of cooperative groups exceeded the target by 4.5%, the establishment of cooperatives exceeded the target by 2.8%, and the growth of the Farmers' Support Fund exceeded the target by 17.3%.

The movement of farmers competing in excellent production and business, uniting to help each other get rich and achieve sustainable poverty reduction, continues to be maintained, developed, and deepened in substance. Through annual evaluations, over 3.4 million farmer members nationwide have achieved the title of excellent producers and businesspeople (reaching 121.3% of the plan for the entire term).

Notably, the various levels of the Farmers' Association have guided the establishment of 705 new clubs for outstanding farmers in production and business; supported and assisted 56,786 poor and disadvantaged households with capital, supplies, and jobs to help them overcome poverty, contributing to the goal of "leaving no one behind".

Also during the 2023-2026 period, together with ministries, departments, and agencies nationwide, the 8th term of the Vietnam Farmers' Association carried out the work of reorganizing and consolidating the organizational structure of the Association at all levels. Simultaneously, the organization of the Farmers' Association Congresses at all levels for the 2025-2030 term was completed on schedule and with high quality.

The Central Committee of the Farmers' Association has achieved many important results in advising and participating in the development of mechanisms and policies. During the 2023-2026 term, the Prime Minister approved 4 projects, creating a foundation and impetus for breakthroughs, innovation, and comprehensive development of the Association's activities and the farmers' movement.

4 breakthrough tasks

Based on the achievements mentioned above, it can be affirmed that the Vietnam Farmers' Association, 8th term, has effectively utilized its position within the political system; affirming its central and core role in the farmers' movement and in building a strong Vietnamese peasant class.

The Association has effectively fulfilled its function of caring for and protecting the legitimate rights and interests of its members and farmers; effectively promoting its role as a bridge between farmers and the Party and the State; and representing the peasant class in building the Party, government, political system, and national unity.

Speaking to reporters ahead of the 9th National Congress of the Vietnam Farmers' Association (2026-2031 term), scheduled to take place in mid-June 2026, Ms. Bui Thi Thom, Vice President of the Central Committee of the Vietnam Farmers' Association, said that this is an important political event for the peasant class and the Vietnam Farmers' Association.

The Congress holds special significance in continuing to build a civilized and comprehensively developed Vietnamese peasantry; promoting the leading and central role of farmers in the development of ecological agriculture, modern rural areas, and civilized farmers; and contributing to the successful achievement of national development goals in the new period.

The Congress documents outline six groups of tasks and solutions aimed at building a clean and strong Vietnam Farmers' Association, meeting the requirements of the new situation. This includes building a new Vietnamese farmer and a Vietnamese peasant class that meets the development requirements of the new era.

According to Ms. Bui Thi Thom, in order to achieve the above-mentioned overall goal, the Central Committee of the Vietnam Farmers' Association has identified four breakthrough tasks. The first priority is: Continue to vigorously innovate the methods of gathering and uniting farmers, linking them with digital transformation in the work of the Farmers' Association.

Focus on mobilizing and supporting farmers to develop collective economic activities in agriculture while ensuring food safety. Strengthen the skills and knowledge of Association officials and farmer members, with a focus on digital knowledge and skills.

In particular, the Central Committee of the Vietnam Farmers' Association will intensify efforts to mobilize, guide, and support skilled farmers in production and business to participate in enterprise development. It will continue to affirm and promote the leading and central role of farmers in the development of the country.
