Building a Sơn La culture rich in national identity.

Son La province is home to 12 ethnic groups living together, forming a rich and diverse cultural landscape. Recognizing the importance of culture, the province has been focusing on the goal of making cultural development and human resource development the core elements for socio-economic development, meeting the requirements of sustainable development.

To build a Sơn La culture rich in national identity, humanistic, democratic, and scientific, which is an important driving force and intrinsic strength ensuring political stability, promoting socio-economic development, and contributing to building a green, rapid, and sustainable province, on March 21, 2026, the Provincial Party Standing Committee issued Plan No. 43-KH/TU to implement Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture. This plan sets the goal of ensuring that 100% of local governments at both levels and the armed forces have cultural institutions that meet the needs of cultural creation and enjoyment for people at the grassroots level and cadres and soldiers; that 90% of grassroots cultural institutions operate regularly and effectively; and that 100% of cultural heritage sites ranked at the national and special national levels are digitized by 2026. 100% of students and trainees will have effective and regular access to and participation in arts and cultural heritage education activities; promoting the development of cultural industries contributing 0.7% to GRDP, and 0.9% to GRDP by 2045...

The Standing Committee of the Provincial Party Committee requests that Party committees, Party organizations, government agencies, the Fatherland Front, and political and social organizations at all levels fully and comprehensively understand the fundamental role, intrinsic strength, and breakthrough driving force of culture in national development. They should enhance the role and responsibility of the heads of Party committees and leaders at all levels in implementing cultural development tasks. They should emphasize the role of people as the center, subject, goal, and driving force of development. They should prioritize cultural elements in planning and implementing development policies from the provincial to the commune level. They should regularly, continuously, and effectively disseminate the Party's guidelines and policies on the role and position of culture in the development of the country and the province.

Focus on perfecting mechanisms and policies to create strategic breakthroughs, unlock resources for cultural development, and continue reviewing, developing, amending, supplementing, and replacing legal documents to ensure feasibility, consistency, and interconnectedness between cultural laws and related laws, and between cultural policies and policies on education and training, science and technology, innovation, and private economic development of the province; mechanisms and policies on heritage preservation, development of literature and art, grassroots cultural institutions, cultural socialization, incentives for artists, artisans, and cultural workers; mechanisms for commissioning and assigning tasks for cultural products and programs serving political objectives; mechanisms to encourage the development of the cultural industry, creative products, and the digital economy in the cultural sector, and the transmission and promotion of traditional cultural values…

The focus is on building well-rounded individuals in Son La, creating a humane and civilized cultural environment, prioritizing character development, and fostering holistic development in morality, intellect, physical health, and aesthetics. Moral and cultural education is paramount in all educational institutions, starting from preschool. The close cooperation between families, schools, and society is strengthened in shaping and perfecting human character, especially for the younger generation. Grassroots culture is developed in accordance with the two levels of local government; building cultural communities rich in identity. A cultural strategy is built in conjunction with national defense and security, firmly protecting the Party's ideological foundation. Activities in response to "Vietnam Culture Day - November 24th" are directed and implemented.

Innovate cultural management methods towards a constructive and service-oriented approach; promote the application of science and technology, digital technology, build a cultural ecosystem, and foster creativity, with businesses as the driving force and the people as both subjects and centers; identify and appropriately utilize cultural resources; and develop an innovation ecosystem in the cultural sector with Son La's unique identity. Promote the development of cultural industries and the cultural market, position cultural products as national brands, and link them with cultural tourism development, developing tourism products with local cultural identity associated with specialized agricultural regions. Integrate cultural heritage preservation into socio-economic development goals linked to community livelihoods in rural areas. Mobilize and effectively utilize resources, develop infrastructure, and improve the quality of cultural human resources to meet the demands of the new era. Actively and proactively integrate internationally in the field of culture, promote cultural values, and absorb the finest aspects of human culture...

With the involvement of the entire political system, the development of culture and human resources in Son La is being comprehensively promoted, becoming an important driving force and intrinsic strength to boost socio-economic development, contributing to building Son La province into a green, rapid, and sustainable development, and joining the rest of the country in confidently moving into the era of national progress.
