(Baothanhhoa.vn) - Tay Do commune was established by merging four communes: Vinh Quang, Vinh Yen, Vinh Tien, and Vinh Long (formerly part of Vinh Loc district) according to Resolution No. 1686/2025/NQ-UBTVQH15 of the Standing Committee of the National Assembly on the rearrangement of commune-level administrative units. Thanks to the implementation of many comprehensive solutions, the locality has been gradually overcoming initial difficulties, focusing on building a solid foundation for future development, striving to build Tay Do commune to achieve advanced new rural standards by 2030.

Laying a solid foundation

Immediately after its establishment, the Party Committee of Tay Do commune clearly identified the need to urgently stabilize the organizational structure, unify the management methods, while maintaining political security, social order, and promoting socio-economic development. The commune currently has a natural area of ​​35.36 km2, a population of 27,444 people, and comprises 28 villages. The commune's Party Committee has 46 subordinate Party organizations with 1,499 Party members. With a spirit of unity and high political determination, the commune's Party Committee has reviewed and streamlined the Party organization, improved the quality of branch meetings, promoted political and ideological education, and especially maintained unity and consensus from within the Party to the people. Along with that, there will be a focus on leadership and guidance to achieve and surpass the targets and tasks set for the 2020-2025 term, creating confidence and a solid foundation for successfully achieving development goals in the 2025-2030 term.

Accordingly, Tay Do has effectively leveraged the foundation of the four former communes, creating continuity in agricultural production, industrial and handicraft development, and services. High-tech agricultural production areas, value chain linkages, safe vegetable growing areas, and carbon-certified rice growing areas continue to be maintained. The total value of products in 2025 is estimated to reach over 3,000 billion VND, and the average per capita income is estimated to reach over 68 million VND.

In the New Rural Development Program, the entire commune has 5 model villages, 5 OCOP products recognized; the rate of hardened roads has reached over 75%; the rural environment is gradually improving; security and national defense continue to be maintained; all 28 villages meet the "Safe in terms of security and order" standard. Self-governing security teams are effectively maintained, promoting the role of the people in crime prevention and control.

The socio-cultural sector has made progress; social welfare has been taken care of; and the material and spiritual lives of the people have improved. The percentage of families meeting the standards of a cultured family reached 94%; the percentage of people regularly participating in sports is 55%; education and training have developed towards standardization; and the percentage of schools meeting national standards reached 72.7%. Healthcare and public health care have received attention and seen positive changes; the percentage of people participating in health insurance reached 94.36%...

One of the highlights of Tay Do commune is its work in Party building and the political system. The commune Party Committee has provided comprehensive leadership in political, ideological, organizational, and ethical aspects. During the 2020-2025 term, 108 new Party members were admitted. Inspection and supervision work was strengthened, with 37 Party organizations and 45 Party members inspected; 40 cases of violations were handled, contributing to maintaining discipline and enhancing the Party's leadership capacity.

Throughout, the focus is on strengthening the Party organization and the political system to be clean and strong; effectively promoting the potential, advantages, cultural and historical traditions, human resources, and the strength of national unity; mobilizing and effectively utilizing all resources for investment and development; accelerating the construction of a synchronous socio-economic infrastructure associated with the construction of advanced and model new rural areas; improving the quality of socio-cultural activities; strengthening the application of scientific and technological advancements, innovation, and digital transformation; doing a good job of environmental protection for sustainable development; maintaining political stability, ensuring national defense and security, and social order and safety...

For the 2025-2030 term, the Party Committee of the commune has set 11 targets for the economy, 9 targets for culture and society, 3 targets for the environment, 1 target for security and order, 2 targets for Party building, and 3 key tasks and 2 breakthroughs. Among these, the basic targets are: an average annual growth rate of 8% in the total value of products in the commune during the 2026-2030 period; an average per capita income of 83.2 million VND/year by 2030; and an area of ​​agricultural land consolidated and concentrated for large-scale agricultural production using high technology during the 2026-2030 period reaching 275 hectares, of which 125 hectares will be used for high-tech agricultural production during the 2026-2030 period. The target for the health insurance coverage rate is 97% of the population by 2030; the rate of schools meeting national standards is over 95% by 2030; the rate of households with standard housing is 95% or higher by 2030; the poverty rate is reduced by an average of 1.84% annually; and the rate of grassroots Party organizations successfully completing their tasks annually is 90% or higher...

Building a comprehensive socio-economic infrastructure, focusing on transportation, agricultural, and tourism infrastructure, will expand development space and contribute to the rapid and sustainable socio-economic development of the commune. Promoting the development of clean agriculture according to VietGAP standards and organic agriculture, linked with restructuring agricultural production based on regional and local advantages, will encourage investment in green and circular agriculture.
