Removing barriers in science and technology development, innovation and digital transformation

At the National Conference on Breakthroughs in Science and Technology Development, Innovation and National Digital Transformation (January 2025), General Secretary To Lam emphasized that the Party and State always consider science and technology as the decisive factor and foundation for the country's sustainable development. Therefore, in 2025, local Party committees and authorities need to urgently complete institutions and remove all bottlenecks and barriers to develop science, technology, innovation and digital transformation.

Implementing this direction, Quang Ninh has urgently and resolutely perfected the institution; eliminated all thoughts, concepts, and barriers that are hindering development; and turned the institution into a competitive advantage in developing science , technology, innovation, and digital transformation.

Immediately after Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation was issued, the Quang Ninh Provincial Party Committee quickly took action, issuing an action plan to specify the goals and tasks of the Resolution, in line with the reality and development orientation of the locality. The province has completed the Provincial Steering Committee of 17 members; organized an online conference for the whole province to disseminate the content and spirit of the Resolution to 15,600 cadres and party members. Since the beginning of the year, 42 documents have also been issued throughout the province to implement the key tasks of Resolution 57. The "Digital Education for All" movement has been simultaneously deployed by localities, departments and branches to bring digital knowledge to every cadre, civil servant, worker and citizen in all regions of the province, arousing the spirit of lifelong learning and the ability to adapt to the digital age.

Up to now, of the total 47 tasks that the province has deployed and implemented Resolution No. 57-NQ/TW, 15 tasks have been completed, reaching 32%; 18 tasks are being implemented according to schedule; 8 tasks are behind schedule or at risk of being delayed; 5 tasks have not been implemented due to lack of guidance from the Central Government or during the time of organizing the apparatus arrangement. Along with that, the province has established a Provincial Advisory Council with the participation of 15 leading domestic experts and scientists; announced a list of 13 major problems on science, technology, innovation and digital transformation of the province to invite Vietnamese digital technology enterprises to participate in solving them. At the same time, completing the pilot implementation of the Quang Ninh Provincial Administrative Procedure Information System in accordance with the 2-level government model; Prepare a plan to establish an e-Government System, forming a shared electronic document database at the district level so that new administrative units can look up and exploit it according to the 2-level government model from July 1, 2025 to serve work seamlessly and without interruption.

Departments, branches, sectors and units have actively coordinated with the Department of Science and Technology, promptly advised the Provincial People's Committee to promulgate and submit to the Provincial People's Council to promulgate mechanisms and policies to remove obstacles and promote scientific and technological research activities, innovation and digital transformation. These are Resolution No. 52/2025/NQ-HDND dated April 28, 2025 regulating the authority to decide on the procurement of assets for scientific and technological tasks using the state budget and the procurement of goods and services for scientific and technological funding sources under the management of Quang Ninh province; Decision No. 624/QD-UBND dated March 3, 2025 on the authorization to implement a number of contents of management of provincial-level scientific and technological tasks using the state budget under the authority of the Chairman of the Provincial People's Committee; Decision No. 41/2025/QD-UBND dated May 14, 2025 on decentralization of implementation of a number of contents in the management of provincial-level science and technology tasks using the state budget under the management of Quang Ninh province; Decision No. 44/2025/QD-UBND dated May 16, 2025 on standards and criteria for evaluating public science and technology services.

Currently, the provincial authorities are also advising the Provincial People's Committee to submit to the People's Council a Resolution regulating the authority to decide on investment, procurement, and service rental for information technology application activities using regular funding from the state budget in the province. At the same time, complete the dossier and submit to the Provincial People's Council to issue specific policies to attract, recruit, and retain human resources in science, technology, innovation, and digital transformation working in agencies of the political system of Quang Ninh province; deploy the dossier to submit to the Provincial People's Council to issue policies regulating the level of expenditure for organizing activities for the Technical Innovation Contest and the Youth and Children's Creativity Contest in Quang Ninh province.

On June 5, the Department of Science and Technology also had a working session with the Department of Telecommunications - Ministry of Science and Technology to discuss and resolve difficulties and obstacles in the telecommunications sector related to the implementation of Resolution No. 57-NQ/TW, Resolution No. 71/NQ-CP and related documents on national digital transformation.

Currently, the province also closely and effectively coordinates with central management levels to promptly remove obstacles, deploy science and technology tasks, innovation, and digital transformation to ensure synchronization and efficiency.
