Removing barriers to science and technology development, innovation, and digital transformation.

At the National Conference on Breakthroughs in Science and Technology Development, Innovation, and Digital Transformation (January 2025), General Secretary To Lam emphasized that the Party and State of Vietnam have always considered science and technology as the decisive factor and foundation for the sustainable development of the country. Therefore, in 2025, Party committees and local authorities at all levels need to urgently complete the institutional framework and remove all bottlenecks and obstacles to the development of science, technology, innovation, and digital transformation.

Following this directive, Quang Ninh has urgently and decisively worked to improve its institutional framework; eliminated all ideologies, concepts, and barriers hindering development; and transformed its institutions into a competitive advantage in the development of science , technology, innovation, and digital transformation.

Immediately after the issuance of Resolution No. 57-NQ/TW dated December 22, 2024, by the Politburo on breakthroughs in national science, technology, innovation, and digital transformation, the Quang Ninh Provincial Party Committee quickly took action, issuing a specific action plan to concretize the goals and tasks of the Resolution, in accordance with the local reality and development orientation. The province restructured the Provincial Steering Committee with 17 members; and organized a province-wide online conference to disseminate the content and spirit of the Resolution to 15,600 officials and Party members. Since the beginning of the year, 42 documents have also been issued throughout the province to implement the key tasks of Resolution 57. The "Digital Literacy Movement" has been simultaneously launched by localities, departments, and sectors to bring digital knowledge to every official, civil servant, worker, and citizen in all parts of the province, fostering a spirit of lifelong learning and the ability to adapt to the digital age.

To date, out of a total of 47 tasks implemented by the province under Resolution No. 57-NQ/TW, 15 tasks have been completed, reaching 32%; 18 tasks are being implemented according to schedule; 8 tasks are behind schedule or at risk of being delayed; and 5 tasks have not been implemented due to the lack of guidance from the Central Government or during the period of organizational restructuring. In addition, the province has established a provincial-level advisory council with the participation of 15 leading experts and scientists nationwide; published a list of 13 major problems in science, technology, innovation, and digital transformation in the province to invite Vietnamese digital technology enterprises to participate in solving them. Simultaneously, the pilot implementation of the Quang Ninh Provincial Administrative Procedure Information System, aligned with the two-tier government model, has been completed. Prepare a plan to establish an e-government system, forming a shared electronic document database at the district level so that the new administrative unit can search and utilize it according to the two-tier government model from July 1, 2025, to ensure seamless and uninterrupted work.

Departments, agencies, and units have actively coordinated with the Department of Science and Technology, promptly advising the Provincial People's Committee to issue and submit to the Provincial People's Council for promulgation mechanisms and policies to remove obstacles and promote scientific and technological research, innovation, and digital transformation. These include Resolution No. 52/2025/NQ-HĐND dated April 28, 2025, stipulating the authority to decide on the procurement of assets for science and technology tasks using state budget funds and the procurement of goods and services for science and technology funding under the management of Quang Ninh province; and Decision No. 624/QĐ-UBND dated March 3, 2025, on the delegation of authority to implement certain aspects of managing provincial-level science and technology tasks using state budget funds under the authority of the Chairman of the Provincial People's Committee. Decision No. 41/2025/QD-UBND dated May 14, 2025, on the decentralization of the implementation of certain contents in the management of provincial-level science and technology tasks using state budget funds within the scope of management of Quang Ninh province; Decision No. 44/2025/QD-UBND dated May 16, 2025, on standards and criteria for evaluating public science and technology services.

Currently, provincial authorities are advising the Provincial People's Committee to submit to the Provincial People's Council a Resolution stipulating the authority to decide on investment, procurement, and service leasing for information technology application activities using regular state budget funds in the province. Simultaneously, they are finalizing the dossier and submitting it to the Provincial People's Council for promulgation a specific policy to attract, recruit, and retain human resources in science, technology, innovation, and digital transformation working in the political system agencies of Quang Ninh province; and preparing the dossier for submission to the Provincial People's Council for promulgation a policy stipulating the expenditure levels for organizing the Technical Innovation Competition and the Youth and Children's Innovation Competition in Quang Ninh province.

On June 5th, the Department of Science and Technology also held a working session with the Telecommunications Department – ​​Ministry of Science and Technology to exchange information and resolve difficulties and obstacles in the telecommunications sector related to the implementation of Resolution No. 57-NQ/TW, Resolution No. 71/NQ-CP, and related documents on national digital transformation.

Currently, the province is also coordinating closely and effectively with central government agencies to promptly resolve obstacles and implement tasks related to science and technology, innovation, and digital transformation, ensuring synchronicity and effectiveness.
