The student's academic transcript does not meet the requirements for taking the high school graduation exam.
Specifically, the Ho Chi Minh City Department of Education and Training issued Official Letter 4277 requesting the Binh Tan District Vocational Education and Continuing Education Center to report on the case of a student at the center who was absent from school for 67 days without permission but was still allowed to participate in and pass the 2023 high school graduation exam.
After reviewing the records provided by the Binh Tan District Vocational Training and Continuing Education Center and comparing them with the regulations of the Ministry of Education and Training, the Department of Education and Training issued Official Letter 4436 dated August 16th regarding the cancellation of the 2023 high school graduation examination results of a student who is a trainee of the Binh Tan District Vocational Training and Continuing Education Center.
The Department of Education and Training requests the People's Committee of Binh Tan District to direct the organization of a review and disciplinary action against the relevant officials, teachers, and staff involved in the process of evaluating this student and handling the student's application for the 2023 high school graduation exam.
Mr. Dung also requested that the People's Committee of Binh Tan District inform the Department of Education and Training of the results of the handling of the case so that it can report to the Ministry of Education and Training as required.
The Department of Education and Training took this action after the Ministry of Education and Training issued Official Letter 4065 on August 9th requesting verification and reporting on the case of candidates who did not meet the eligibility requirements but still passed the high school graduation exam.
As Thanh Nien Newspaper reported on August 8th, the report card of a 12th-grade student at the Vocational Education and Continuing Education Center in Binh Tan District for the 2022-2023 school year recorded an average academic performance and a good conduct rating.
In the section evaluating whether students were promoted to the next grade or had to repeat the grade, the center also stamped the document with the words: "Not eligible to take the high school graduation exam." The reason given was that the student was absent from school without permission for 67 days during the 2022-2023 school year. However, this student was still issued an exam notification and passed the high school graduation exam in 2023.
Speaking to the press, a deputy director of the Vocational Training and Continuing Education Center in Binh Tan District said that he was assigned to oversee the center from April 17 to July 4. "In principle, Ms. NTML, the deputy director in charge of professional matters at the center, should sign the high school graduation exam notification slips for the students. However, because Ms. ML was too busy, I signed them instead," he said.
The deputy director of the center stated that they had received 235 high school graduation exam notification slips from the academic affairs department for signing and had not received any notification from homeroom teachers regarding students being ineligible to take the high school graduation exam.
"After signing the high school graduation exam notification slips for the students on June 19th, I was hospitalized on July 4th due to a heart attack. It wasn't until August 1st, when I returned to work, that I learned the aforementioned student had taken and passed the high school graduation exam. The student's homeroom teacher claimed to have sent a document directly to Ms. ML stating that the student was ineligible to take the high school graduation exam," said the Deputy Director of the Vocational Education and Continuing Education Center of Binh Tan District.
