The vibrant colors of spring fill the air, spreading new hope.
To welcome the Lunar New Year of the Horse 2026, the province organized many unique cultural and artistic activities, creating a joyful and enthusiastic atmosphere among the people of all ethnic groups. The highlight was the "Rhythm of Spring" art program and a spectacular fireworks display at Ho Ha floating island (Tan Phong ward), organized by the Provincial People's Committee on the evening of February 16th (New Year's Eve) at the Provincial People's Square. The event was attended by provincial leaders, representatives from provincial departments and agencies, the armed forces, the two wards of Tan Phong and Doan Ket, and a large number of people and tourists. The program was elaborately staged with many songs, dances, and musical performances rich in cultural identity, combined with modern sound and lighting, recreating an emotional spring symphony and showcasing a Lai Chau that is both traditional and dynamic, integrating with the modern world. As the fireworks lit up the sky, many people and tourists were overwhelmed with emotion, capturing images and sending New Year's greetings to their families, friends, and loved ones. Expressing hopes for a successful year.
Ms. Lo Thu Thuy, residing in residential area No. 5 (Tan Phong ward), happily shared: "Every year, my husband and I take our children to the Provincial People's Square to enjoy the art program and watch the fireworks. This year, the fireworks were beautiful, and my children loved them. I hope that in the new year, every family and every person, not only in Lai Chau but throughout Vietnam, will be safe, healthy, and that the economy will continue to develop."
The atmosphere of spring continues to spread throughout the communes and wards of the province with a series of early-year festivals. From the Gau Tao Festival of the Mong people to the Xoe Chieng dance, boat racing, Lung Tung, and Han Khuong of the Thai people, as well as spring excursions, folk games, and traditional sports competitions… all create a colorful spring landscape.

Comrade Phan Van Ngoc - Chairman of the Than Uyen Commune People's Committee, said: In order to create a vibrant and enthusiastic atmosphere of emulation among the people and consolidate the great unity of ethnic groups in the new year, the Commune People's Committee organized a cultural night celebrating the Party and the Lunar New Year of the Horse 2026, along with fireworks and traditional circle dances. In addition, the commune organized the Lung Tung festival and a spring sports competition to give people, officials, and employees in the area a chance to have fun, raise awareness and responsibility in preserving ethnic identity, and motivate them to work hard in labor, production, work, and study, striving to complete and surpass the local socio-economic development goals for 2026.
Immediately after the Lunar New Year holiday, the spirit of work, production, and business quickly returned. Businesses, cooperatives, and farmers simultaneously launched their production activities at the beginning of the year with the spirit and determination to "start quickly - accelerate early - make a strong breakthrough," creating momentum for a new development journey.
New opportunities from a solid foundation.
At the Conference summarizing the work of 2025; implementing tasks and solutions for socio-economic development, ensuring national defense and security, and the budget estimate for 2026, Comrade Le Minh Ngan - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - affirmed: In the context of complex developments in the world and the region, and natural disasters, the Party Committee, government, and people of all ethnic groups in the province have promoted the spirit of solidarity, innovation, and effort to overcome difficulties and achieved many comprehensive results in all fields. Most notably, Lai Chau completed and exceeded 41 out of 43 key socio-economic targets. Average GRDP per capita reached 79 million VND; state budget revenue in the province reached its highest level ever, at 3,573 billion VND. Socio-economic infrastructure continued to be invested in comprehensively, especially strategic transportation projects. Investment attraction and business activities showed positive changes. The fields of culture, education, health, and social welfare continued to receive attention and were effectively implemented, including the demolition of 9,797 temporary and dilapidated houses; and the commencement of construction on 5 boarding schools for primary and secondary levels in border communes. National defense and security were ensured, and national border sovereignty was maintained. Foreign relations with Yunnan Province (China), the northern provinces of Laos, and many international partners continued to be strengthened and developed. Last year, the 15th Lai Chau Provincial Party Congress, for the 2025-2030 term, was successfully held, and the revolution to streamline the organizational structure and operate the two-level local government effectively and efficiently was vigorously implemented.
Entering 2026 – the first year of implementing the Resolution of the 14th National Party Congress and the Resolution of the 15th Provincial Party Congress – amidst the intertwined advantages, opportunities, and challenges regarding economic scale, transportation infrastructure, and investment resources, building on the solid foundation of 2025, the province aims for a GRDP growth rate of 10% or higher in 2026; local budget revenue reaching 2,727 billion VND; and a reduction in the poverty rate of 3.88%... At various conferences and meetings, Provincial Party Secretary Le Minh Ngan has repeatedly emphasized: “This is a major requirement for leadership, guidance, and implementation; it demands the decisive involvement of the entire political system and the concerted efforts of the entire Party, people, and armed forces in the province.”

To achieve the set goals, with the theme for the year's work: "Strengthening discipline, innovation, proactive adaptation, and breakthrough development," the Provincial Party Committee has identified many key tasks and solutions. First and foremost is the thorough understanding and concretization of the Resolution of the 14th National Party Congress, linked with the Resolution of the 15th Provincial Party Congress, in which the government at all levels must become the "front line" in transforming policies into concrete actions and development results. Focus is placed on developing strategic resolutions on the development of commercial agriculture and medicinal plants in the direction of a green economy; building new rural areas and sustainable poverty reduction; and developing the socio-economic conditions of the Mang and La Hu ethnic minority regions. The disbursement of public investment capital for land development, land use rights auctions, and the construction of key national projects and multi-level schools in border areas will be accelerated. The provincial and commune/ward planning will be finalized and adjusted to maximize resource mobilization for development. Simultaneously, the province is making thorough preparations for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, ensuring democracy and compliance with regulations.
The overarching principle in the Provincial Party Committee's directives is the "six clear points": "clear person, clear task, clear time, clear responsibility, clear product, clear authority"; taking development effectiveness and people's satisfaction as the highest measure. Heads of agencies and units must be exemplary, daring to think, daring to act, and daring to take responsibility; they must strengthen their presence at the grassroots level and promptly resolve emerging issues in residential areas.
The new spring has arrived in the border region. From the impressive figures of 2025 to the strong determination to act in 2026, Lai Chau is fully equipped to make a breakthrough. With a spirit of unity, responsibility, and aspiration to rise, the Party Committee, government, and people of all ethnic groups in the province are confident that they will create significant changes right from the first year of the term, building a green, rapid, and sustainable developing province; and together with the whole country, entering an era of prosperity, civilization, and happiness.
