On the morning of April 11th, the No. 1 monitoring team of the Provincial People's Council, led by Mr. Le Tien Lam, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, conducted a thematic monitoring visit on "Results of the implementation of the National Target Program for New Rural Development from 2021 to 2023 in the province" in Yen Dinh district.

The report on the implementation of the National Target Program for New Rural Development from 2021 to 2023 in Yen Dinh district clearly states: Yen Dinh was the first district in the North Central region to be recognized by the Prime Minister as achieving New Rural Development standards (in 2015). Continuing to improve the quality of New Rural Development criteria, the district has overcome difficulties and made many positive changes. To date, the district has 7 communes recognized as advanced New Rural Development communes, ranking 8th out of 27 districts, towns, and cities; and 2 model New Rural Development communes, ranking 4th in the province. The quality of the communes recognized as achieving New Rural Development standards, advanced New Rural Development, and model New Rural Development has improved. Regarding the construction of an advanced New Rural Development district, the district has achieved 5 out of 9 criteria and 28 out of 38 component indicators.
The district has 32 products recognized as 3-star OCOP products, ranking among the top 5 in the province. The satisfaction rate of people in building new rural areas in communes that have met the standards is 99%. The total capital mobilized for building new rural areas in 3 years reached 2,642.412 billion VND. Average per capita income increased from 46.5 million VND/person in 2020 to 66.85 million VND/person in 2023.
The district's annual targets for reducing the number of poor and near-poor households have consistently been met and exceeded. At the beginning of 2021, the district had 617 poor households, which decreased to 471 by the end of 2023, representing 0.97%. The movement to plant flowers instead of weeds along roadsides has been widely adopted, with the entire district now having 65km of flower-lined and tree-lined roads.
The implementation of the New Rural Development program has contributed to improving and enhancing the quality of life for the majority of rural people. The awareness of officials, Party members, and all strata of the people about their role as key players in New Rural Development has deepened, creating consensus and positive response from the people.

During the working session, the members of the monitoring team exchanged views and clarified the achievements of Yen Dinh district, while also pointing out existing shortcomings and limitations, and analyzing difficulties and obstacles. Specifically, the monitoring team requested the district to focus on implementing criteria related to clean water; promote the development of production along value chains and apply digital transformation to the promotion and consumption of agricultural products; review the criteria for a realistic assessment and develop specific and practical solutions; strengthen the exploitation of resources and control of investment capital for rural development; improve the effectiveness of leadership, direction, and communication regarding rural development; and provide support to communes and people in developing more economically efficient production models. At the same time, it is necessary to promptly commend and reward exemplary individuals and collectives who have made significant contributions to rural development to create a ripple effect...

The district leaders analyzed, explained, and clarified some of the issues raised by the delegation members, and expressed their hope to continue receiving the attention and support of the province and relevant departments and agencies in overcoming difficulties in implementing challenging criteria for building new rural areas in the district.

Based on the report from Yen Dinh district and the opinions of the members of the monitoring delegation, the Standing Vice Chairman of the Provincial People's Council, Le Tien Lam, highly appreciated the results that Yen Dinh district has achieved in implementing the National Target Program on building new rural areas, giai đoạn 2021-2023. In particular, the district has upheld the tradition of unity and solidarity within the Party, promoted grassroots democracy, and consistently ranked among the top units in the province in many aspects.

The Standing Vice Chairman of the Provincial People's Council suggested that in the coming period, the district should continue to closely adhere to the goals, programs, and plans, mobilizing the entire political system and all the people to jointly build new rural areas. He proposed key solutions to overcome difficulties and obstacles, while promoting the dissemination of good practices, innovative approaches, and new models to create momentum and widespread impact. He also urged the district to boost production, build product brands, especially OCOP products; mobilize and effectively utilize resources for building new rural areas; and review mechanisms and policies to ensure their appropriate and effective application in new rural area development.
In addition, attention should be paid to environmental protection and creating clean and beautiful rural landscapes... so that the New Rural Development program can be implemented effectively and sustainably.


Earlier, the delegation conducted on-site inspections of several economic models and projects in the construction of new rural areas in Yen Thai and Dinh Long communes.
