Recognizing poverty reduction as a key task to ensure social security, over the years, Yen Luong commune, Thanh Son district, has implemented many comprehensive and effective solutions to help poor and near-poor households have opportunities to develop their economy , create jobs, and increase their income.
Thanks to preferential loans, Mr. Dinh Van Mai's family in Zone 5 has invested in developing a diversified economy, generating an income of over 300 million VND per year.
Previously, the path to "escaping poverty" for Mr. Dinh Huu Ich's family, a Muong ethnic minority member in Zone 5, Yen Luong commune, seemed impossible due to their dilapidated house, lack of arable land, and insufficient capital for production development. Faced with these difficulties, his family received a 100 million VND loan from the preferential loan program of the Social Policy Bank to plant trees and develop their economy.
He said: "I believe that escaping poverty must come from one's own efforts, while government support is merely a 'support' to help one rise above it. Therefore, I always encourage my family members to actively work and produce, gradually striving to escape poverty."
Talking to several households that have escaped poverty in Yen Luong, we noticed that everyone was excited and happy because their family lives are improving. As a locality with a low starting point and many people facing difficulties, in order to effectively implement the National Target Program for Sustainable Poverty Reduction, the locality has mobilized the entire political system; disseminated the Party and State's policies and laws on poverty reduction; and implemented diverse support programs for poor, near-poor, and newly-escaped-from-poverty households such as: production loans, vocational training, and increased local employment opportunities... aiming to help poor and near-poor households increase their income and stabilize their lives.
The commune places special emphasis on raising public awareness about poverty reduction through propaganda and mobilization efforts. It strengthens direct communication and dialogue with residents through conferences, community meetings, and training courses. With diverse content closely aligned with reality, participating in these awareness campaigns provides poor, near-poor, and newly-escaped-from-poverty households with opportunities to express their thoughts and aspirations; better understand the Party and State's policies on poverty reduction; and be introduced to effective economic models, vocational training policies, and employment solutions. This, in turn, creates a shift in awareness, helping people choose support that suits their actual conditions to develop their economy and achieve sustainable poverty alleviation.
Besides promoting awareness among the people, every year, Yen Luong commune cooperates with specialized agencies of the district to organize training courses on crop and livestock care techniques, introducing new high-yield and high-quality crop varieties into production, gradually changing the mindset of people in agricultural production towards a commodity-based approach to meet market demands. The commune actively cooperates with the District Department of Labor, War Invalids and Social Affairs and businesses to introduce workers to vocational training centers and job placement services. Currently, the commune has 1,875 regularly employed workers and 230 workers who have received training. Since the beginning of the year, the commune has effectively coordinated with credit institutions in the district to facilitate loans of over 8 billion VND in preferential credit for people to develop production, invest, and expand production and business.
Thanks to the implementation of synchronized solutions, the poverty rate in the commune has decreased to 16.4%, and the number of near-poor households is now 21.47%. Mr. Dinh Van Phong, Chairman of the Yen Luong Commune People's Committee, stated: In the coming time, the commune will continue to enhance the role and responsibility of the Party committee, government, and mass organizations to inspire the will and aspirations of the people to overcome poverty; effectively integrate resources from the National Target Program for Sustainable Poverty Reduction to support production development, create livelihoods, and help people escape poverty sustainably.
