Accordingly, the Civil Aviation Authority of Vietnam has requested localities to review and require passenger transport service providers in their areas, such as taxis and ride-hailing services, to increase operating hours and the number of vehicles arriving at airports to serve passengers in need, facilitating passenger travel, especially for passengers on night flights to/from airports.

In addition, local authorities are required to coordinate with the airport authority and airports to strengthen inspection and supervision, maintain security and order at airports, and promptly prevent emerging and emergency situations; at the same time, strictly handle organizations and individuals involved in illegal taxi operations, soliciting passengers, overcharging passengers, and increasing ticket prices illegally.

Regarding the flight training plan in preparation for military aircraft demonstrations during the April 30th commemoration, the Civil Aviation Authority of Vietnam (CAAV) requested the Vietnam Air Traffic Management Corporation (VATM) to take the lead, in coordination with the Operations Department ( Ministry of National Defense ) and airlines, to develop flight management solutions based on military flight plans and operational activities, minimizing the impact on air transport operations. The CAAV must strictly adhere to regulations on ensuring flight safety and implement flight management solutions to minimize congestion of aircraft arriving at and departing from Noi Bai and Tan Son Nhat airports during peak holiday periods and the summer season.

Tan Son Nhat Terminal 3 is expected to welcome its first flight tomorrow, April 17th.

Air traffic control service facilities under the Vietnam Air Traffic Management Corporation need to ensure sufficient personnel are available to support flight operations; maintain the correct on-call schedule for direct labor at facilities in the air traffic control service chain; closely monitor flight data during peak holiday and summer periods, develop appropriate operational plans, and report to the Civil Aviation Authority promptly when there are unusual developments related to flight operations.

Aviation service providers are developing specific plans, strategies, and measures to ensure service provision during the April 30th and May 1st holidays and the peak summer season of 2025; allocating sufficient resources and equipment to serve flights according to the airlines' increased flight schedules; strengthening inspection and ensuring security and safety when serving flights, passengers, and participating in traffic at airports; controlling and promptly detecting and handling arising situations, ensuring the continuous flow and process of passenger and cargo service and service provision at airports.

The Department directs airport operators, during the transition of domestic flights of Vietnam Airlines and Vietjet Air to Terminal 3 of Tan Son Nhat International Airport, scheduled to begin tomorrow, April 17th, to coordinate with relevant agencies and units to finalize the transition plan, ensuring smooth operations for passengers and airlines; and to review and supplement guidance and information to help passengers easily identify and avoid going to the wrong terminal, etc.

"Airlines are planning to increase flights to best meet passenger demand; promptly add flights if there is high demand on certain routes, increase flight frequency during off-peak hours and nighttime hours; minimize delays and cancellations due to airline reasons; maintain and improve passenger service quality, and increase the on-time flight rate."

Based on the resources of airports and the operational plans of airlines, the Vietnam Airports Corporation (ACV) proactively develops specific plans and measures to increase passenger service capacity during the April 30th and May 1st holidays and the peak summer season; paying particular attention to the spirit, attitude, and quality of passenger service; and closely coordinating with airlines to promptly handle and address passenger complaints and requests, preventing "hot spots" and passenger dissatisfaction at airports.

Simultaneously, review and supplement sufficient firefighting and emergency response personnel, equipment, and vehicles to meet the approved plan; inspect runways, taxiways, and aircraft parking areas, and have plans for timely remediation in case of incidents. Units need to arrange the most convenient parking points for existing bus routes at the airport so that passengers can easily identify and use the bus service, and coordinate with the local Department of Construction to develop a plan for transferring passengers in case of congestion in the airport area.
