Op universitair niveau is Ho Chi Minhstad van plan de medische universiteiten Pham Ngoc Thach en Thu Dau Mot te behouden. De universiteit van Saigon zal worden gereorganiseerd door een fusie met het Ba Ria - Vung Tau Pedagogisch College onder de naam Saigon Universiteit.

De vier scholen die zelfvoorzienend zijn wat betreft hun reguliere uitgaven zijn: Vietnam - Singapore Vocational College; Vietnam - Korea Binh Duong College; Ba Ria - Vung Tau College of Technology; Binh Duong Medical College.

Eén school die zelf de reguliere uitgaven en investeringsuitgaven financiert, is de Semi-Public College of Business Administration.

- Nguyen Truong To Technical College, Ho Chi Minh City Polytechnic College, Cu Chi Vocational College werd Nguyen Truong To College.

Het Thu Duc College of Technology en het Ho Chi Minh City College of Architecture and Construction blijven hetzelfde, maar de mate van autonomie verandert.
Met name de Semi-openbare faculteit Technologie en Bedrijfskunde is getransformeerd van een semi-openbare school naar een financieel autonome openbare school.

De stad is van plan twee scholen op te richten : het Saigontourist College of Tourism and Hotel (voorheen het Saigontourist College of Tourism and Hotel) en het Ho Chi Minh City College of High-Tech Agriculture (een fusie van de Ho Chi Minh City College of Agricultural Technology, de College of Agriculture and Forestry en het Center for Vocational Education of High-Tech Agriculture). Na de reorganisatie zal Ho Chi Minh City naar verwachting geen middelbare scholen meer hebben.
