Speaking at the ceremony, Colonel Ta Duc Hoan, Superintendent of Kenh 7 Prison, emphasized that amnesty is a special policy of clemency of the State, reflecting the humanitarian tradition of the nation and opening up opportunities for those who have committed wrongdoings to reform. The Colonel urged the pardoned prisoners, upon returning to their localities, to strictly abide by the law, actively work, stabilize their lives, stay away from illegal activities, and strive to become useful members of their families and society.

For the remaining inmates, Colonel Ta Duc Hoan encouraged them to continue their rehabilitation with peace of mind, strictly abide by the regulations of the detention facility, actively study, work, and cultivate moral character, overcome the consequences of their criminal acts, and view those who received amnesty as role models to strive for.
