Sharing with the press the Hanoi City Party Committee's guiding principles for the capital's development in the new year, City Party Secretary Dinh Tien Dung emphasized that Party committees, government agencies, the Fatherland Front, and mass organizations at all levels must continue to closely follow the leadership and guidance of the Central Committee and the City Party Committee; strictly implement Directive No. 24-CT/TU on strengthening discipline and responsibility in handling work, in conjunction with effectively implementing the theme "Discipline, responsibility, action, creativity, development," and thoroughly overcome the situation of shirking, avoiding, and fearing responsibility.

At the same time, we must strengthen the practice of the "7 dares" spirit of cadres as directed by General Secretary Nguyen Phu Trong and the Central Committee, which are: dare to think; dare to speak; dare to act; dare to take responsibility; dare to innovate and create; dare to confront difficulties and challenges; and dare to act for the common good.

The entire political system, cadres, Party members, and people of the capital city need to uphold a high sense of responsibility and determination to comprehensively and successfully implement all political tasks, achieving the highest possible level of economic and social development goals and targets; ensuring the maintenance of national defense, security, order, and social safety in 2024, especially the city's key and breakthrough tasks in the new year.

Previously, Directive No. 24-CT/TU was issued to address the urgent issues arising from practical situations not only in Hanoi. The 25 specific manifestations of officials fearing responsibility, avoiding responsibility, and shirking their duties were meticulously prepared, ensuring they were practical and in accordance with Central Committee regulations. Looking at these 25 manifestations not only allows officials to self-reflect and correct their behavior, but also facilitates inspection and supervision.

The Hanoi Party Secretary emphasized that the impact of Directive No. 24-CT/TU is primarily to change perceptions and overcome the mindset that a careless or sloppy attitude towards work is acceptable. Discipline, order, and responsibility in handling work have been enhanced.

Build more bridges over the river soon.

According to Hanoi Party Secretary Dinh Tien Dung, the city's general policy during this term is to strive to complete the ring roads. Ring Road 1 and Ring Road 2 are basically finished, while Ring Road 3 has a 14km section remaining in Dong Anh District, which the city has decided to complete using budget funds. Ring Road 4 is being implemented vigorously. The main roads leading into the capital also need to be improved.

Furthermore, Mr. Dung also noted the need to focus on expediting procedures for the construction of bridges over the Red River, strengthening important connecting infrastructure such as the Tu Lien Bridge, Ngoc Hoi Bridge, and Thuong Cat Bridge. At the same time, coordination is needed to expedite the construction of three bridges over the Red River and Duong River on Ring Road 4, including the Me So Bridge, the Hong Ha Bridge over the Red River, and the Hoai Thuong Bridge over the Duong River. These three bridges are crucial for connectivity and should be put into operation alongside the parallel road to Ring Road 4.

Along with that, the city has determined that developing a good public transportation system, linked to the construction of two centrally-administered cities, is essential to "de-congesting" the urban area. Therefore, Hanoi will focus on preparing urban railway (metro) projects in the near future.

In 2024, the Nhon - Hanoi Station metro line will operate the elevated railway section from Nhon to Kim Ma.

Looking ahead to 2024, for the Nhon - Hanoi Station metro line, the city is directing the commissioning of the elevated railway section from Nhon to Kim Ma. Further focus will be on developing the underground metro section from Kim Ma to Hanoi Station. Secondly, the Cat Linh - Ha Dong metro line will continue to receive investment for the section connecting Ba La (Ha Dong District) to Xuan Mai (Chuong My District).

The third metro line that the city will focus on implementing soon is the Van Cao - Hoa Lac line. In addition, another very important line, the line from Noi Bai Airport to the city center, will also be prioritized for early implementation.

Mr. Dung emphasized that the city will plan 10 urban railway lines, not only to connect areas within Hanoi but also to connect Hanoi with surrounding provinces such as Bac Ninh, Hung Yen, Vinh Phuc, and Ha Nam.

Gain the support of the people to advance the work.

In a message to officials and citizens of the capital city on the occasion of the Year of the Dragon, the Hanoi Party Secretary stated that the city still has much work to do, much to invest in, and much to develop. Many difficulties, limitations, and shortcomings require solutions.

Over the past year, he has consistently reminded all levels and sectors that, alongside strictly adhering to the leadership and guidance of the Central Committee, they must thoroughly understand the spirit clearly stated in the Resolution of the 13th Party Congress: the people are the foundation; whatever is done must have the consensus and support of the people. No matter how difficult the task, if the people agree and support it, it can be overcome, and conversely, no matter how easy the task, if the people do not follow it, it will fail.

"Therefore, I propose that in 2024, all levels and sectors, from the city to the grassroots, must be closer to the people, must win the support of the people to promote work; focus on caring for the people's lives, strengthen contact and dialogue with the people; promptly address essential needs and legitimate suggestions of the people...", Mr. Dung said.

Finally, on behalf of the Standing Committee of the Hanoi Party Committee, the Secretary of Hanoi extended New Year greetings of health and prosperity to all cadres and people, and the armed forces of the capital, wishing everyone a joyful Tet holiday.
