78 science and technology tasks have been delegated and decentralized to the provincial level.

(Dong Nai) - The Government has just issued Decree No. 133/2025/ND-CP dated June 12, 2025, regulating the delegation of authority and decentralization in the state management field of the Ministry of Science and Technology. This Decree takes effect from July 1, 2025.

According to this Decree, a total of 78 tasks in the field of science and technology have been delegated and decentralized. Of these, 16 tasks are delegated – meaning that localities are given full authority to make decisions and are responsible for the results of implementation; 62 tasks are decentralized – localities are assigned to implement them but still within the framework of supervision and direction from the Ministry of Science and Technology.

Regarding delegated responsibilities, in the telecommunications sector, localities have the authority to license the provision of fixed-line telecommunications services, handle violations, and request the termination of service provision. For information technology and digital transformation, localities are allowed to develop and implement their own digital transformation strategies.

In the field of intellectual property and industrial property, provincial People's Committees have the authority to decide on the processing of patent applications, the establishment of ownership rights, and the handling of infringements within their localities.

In science and technology, localities can independently assess and approve provincial-level science and technology research projects, in line with their local socio -economic development orientation. Regarding technology transfer, localities are empowered to assess and approve technology transfer contracts and permit the establishment of scientific organizations and branches with foreign elements. In addition, there are 62 decentralized tasks – localities are assigned to carry out these tasks but still within the framework of supervision and direction from the Ministry of Science and Technology.

Decree No. 133/2025/ND-CP is expected to create a breakthrough in the way science and technology is managed at the local level, and at the same time, it is a starting point, demonstrating a spirit of innovation in state management thinking regarding the field of science and technology.
