There are 482 licensed businesses

Answering the question, Minister Dao Ngoc Dung said that the number of labor export workers in 2022 is 142.000, accounting for about 10% of the number of workers who have to find jobs in a year. These workers follow the Law on Vietnamese people going to work abroad, and are sent by licensed enterprises. Currently, there are 1 enterprises licensed by the State to send workers to work abroad. And, workers who follow these businesses are rarely deceived.
“Most of the workers being scammed are due to 'ghost companies', companies with incorrect addresses, companies that are not licensed by the State, fraudulent companies, even disguised. In these cases, the Ministry has coordinated with authorities and localities to handle a lot,” said Minister Dao Ngoc Dung.
According to Mr. Dung, there are some cases where the company is licensed but also cheats, even deceiving both workers and businesses on the receiving side. This case has two forms: One is cheating to collect higher brokerage fees; Secondly, they are not trained in the right profession, do not have the right jobs, and then they have to return overseas workers or have bad jobs to flee or stay illegally.
Regarding solutions, the Ministry of Labor, War Invalids and Social Affairs has sanctioned many violations of enterprises in sending workers to work abroad. In 2022 alone, industry inspectors sanctioned 62 enterprises, of which mainly fines and license revocation of 4 enterprises.

Minister Dao Ngoc Dung said that in order to handle fraudulent acts, many solutions must be synchronously implemented, in coordination with localities and other agencies and ministries. The Ministry of Labor, War Invalids and Social Affairs will focus on propagating legal policies and labor export markets so that workers can fully grasp information, and at the same time step up inspection, examination and handling of violations.
The rate of workers fleeing decreases
Delegate Tran Quang Minh said that the defection of Vietnamese workers when participating in foreign labor export affects the national image and affects the job opportunities of many workers who are intending to participate in labor export abroad. Although there are sanctions, this situation still occurs, the delegate asked the minister to tell me what solutions to minimize this situation?
Regarding a part of Vietnamese workers, foreign workers who fled to the country and did not return home on time, Minister Dao Ngoc Dung said that this situation at the moment is not as pressing as in 2017. At that time, the percentage of Vietnamese workers who fled in Korea was up to 52%, and Korea stopped the entire Employment Permit Program for foreign workers (EPS program) with Vietnam.
Since then, the Ministry of Labour, Invalids and Social Affairs has persisted in implementing solutions for depositing and propagandizing for 4 years, and the Korean side has also deported and even criminally handled foreign workers who have escaped from the country. stay in Korea… to reduce the rate of workers fleeing. Along with the dropout rate, Korea has also reopened the EPS program with Vietnam.

Up to now, the Korean side has still applied the measure to stop accepting workers in all provinces and cities with a high rate of workers hiding. The suspension is applicable to 18 districts in 9 provinces.
"The localities and the Ministry of Labour, Invalids and Social Affairs themselves do not want to stop, but this policy has started at the request of the Korean side," Minister Dao Ngoc Dung informed.
Recently, the Ministry of Labor, War Invalids and Social Affairs has implemented many solutions, so far, the rate of contract violation is only 24,6%. Vietnam is a country with a low level of violations and this will be the basis for Korea to continue to remove the restriction on accepting workers.
Delegate Nguyen Thi Hong Hanh, Ho Chi Minh City National Assembly Delegation proposed the Minister to evaluate and give an award to improve the quality of Vietnamese workers to work abroad so that laborers have more job opportunities and better incomes.
Answering the question, Mr. Dung emphasized that sending Vietnamese people to work abroad is a solution to create jobs, increase income, and facilitate young people in need to access new jobs. New technology, new working style.
Open only good markets
In 2022, there will be 142.000 people going to work abroad, focusing mainly on Japan, Korea, Malaysia, Taiwan (China) and recently piloting sending workers to 6 European countries. . In terms of current average income, there are only 3 countries with higher incomes: Germany about 2.500 Euro, South Korea about 1.800 USD, Japan about 1.500 USD (but Japan recently due to the lower yen exchange rate. , so it is more difficult), and the average income is only about 600-700 USD/month.

According to Minister Dao Ngoc Dung, in general, receiving countries assess the quality of Vietnamese workers to work in the country is basically good. Specifically, a good sense of responsibility, good professional skills and more importantly, good job performance.
However, there are two things that the receiving countries should note: One is that our foreign language is worse than some countries, and the second is that the sense of discipline is also not good, for example: hiding, fighting, fighting, breaking the law...
Regarding solutions to improve the quality of activities to work abroad, the Commander of the Labor, War Invalids and Social Affairs branch said that he will implement the motto of focusing on improving the capacity of units that are allowed to perform their duties according to the law. In addition, the Ministry continues to negotiate and select new effective locations, regions, regions and partners to cooperate in sending laborers to work abroad.
"At this time, the country also needs labor, so if we don't have a high income and don't have a good environment, we won't send workers away, that's the spirit," Minister Dao Ngoc Dung emphasized.
The Ministry of Labour, Invalids and Social Affairs will also focus on building inter-connected databases to manage departures, returnees and problems arising after returning; strictly handle all cases of taking advantage of, taking advantage of policies, abusing as well as defrauding foreign workers.
