
At the seminar "AI for Humanity: AI Ethics and Safety in the New Era," held within the framework of VinFuture 2025 Science and Technology Week, in his opening remarks, Mr. Bui The Duy, Deputy Minister of Science and Technology, affirmed that AI is becoming an essential foundation like electricity, telecommunications, or the Internet. A nation that masters AI will have a significant advantage in socio- economic development and national security and defense.
According to the Deputy Minister, Vietnam issued its AI Strategy in 2021, but given the rapid development of technology, a comprehensive update is essential. By the end of 2025, Vietnam will announce an updated AI Strategy and an AI Law, which will not only create a legal framework but also affirm the national vision: AI must become an "intelligent infrastructure" serving social welfare, sustainable development, and enhancing competitiveness.

Vietnam is committed to pursuing an open AI philosophy with open standards, open data, and open source. "Open" means embracing global knowledge, mastering technology, developing "Make in Vietnam" products, and contributing back to the international community; while simultaneously ensuring transparency and security in AI applications.
To ensure the domestic AI market develops sufficiently, the government will promote the application of AI in various industries, sectors, and public services. The National Technology Innovation Fund plans to allocate 30-40% of its resources, including AI vouchers for small and medium-sized enterprises, to support the formation of a strong AI business ecosystem right here in Vietnam.
The Deputy Minister emphasized that AI transformation is not just about applying technology, but a comprehensive restructuring process of organizational and national operations. Alongside opportunities are challenges related to ethics, employment, and social trust. Vietnam has chosen to develop AI in a way that is fast, safe, humane, and places people at the center of the final decision-making process.
