
Throughout the reform process, the Party has consistently maintained the view that the development of science and technology, education and training are top national priorities, key drivers for modernizing productive forces, reforming the growth model, and enhancing national competitiveness. Important documents, from the 2011 Political Platform and the 2013 Constitution to the documents of the 12th and 13th National Congresses, clearly define the central role of science, technology, and innovation in the cause of national construction and defense.
The draft document for the 14th National Congress of the Communist Party of Vietnam continues to emphasize the need to build a science and technology development strategy that aligns with global trends and Vietnamese realities, meeting the requirements of rapid and sustainable development in the context of the Fourth Industrial Revolution. Accordingly, the fields of natural sciences, engineering and technology, social sciences and humanities, and political theory need to be developed synchronously, creating a comprehensive knowledge and methodology foundation for the country. Investing in human resources in science and technology is identified as an investment in sustainable development, directly enhancing the intellectual capacity and strength of the nation.

After 40 years of reform, Vietnam has achieved tremendous, historically significant accomplishments. From a poor, food-scarce nation, the country has risen to the group of middle-income developing countries, with its international standing and prestige steadily improving. A crucial contribution to this achievement is the pivotal role of science, technology, and innovation in enhancing labor productivity, driving growth, and improving competitiveness.
The national innovation system is gradually taking shape; Vietnam's Global Innovation Index maintains a high ranking among lower-middle-income countries; the innovative startup ecosystem is developing dynamically; and the science and technology market is increasingly integrated with the region and internationally. However, the draft document also frankly points out institutional, management, and financial bottlenecks that need to be addressed.
Entering a new phase of development, the draft document for the 14th National Congress clearly defines the goal of building a growth model based on science, technology, innovation, and digital transformation; promoting the digital economy, green economy, and circular economy; and creating a foundation for the country's rapid and sustainable development, aiming for higher development milestones in the coming decades.
