Food safety - still concerns

In recent times, besides the achieved results, the work of ensuring food safety (FS) still has many shortcomings and limitations. The situation of food poisoning (FS) across the country tends to be complicated, especially FHS in collective kitchens of companies, businesses, schools and FHS due to street food.

Alarming reality

In 2024, the country recorded 135 cases of food poisoning, causing 4,936 people to be infected, with 24 deaths. Notably, there were 31 cases of food poisoning with more than 30 people infected, mainly in collective kitchens and street food. There are street food businesses that sell large quantities of food but have not been inspected or controlled.

According to statistics from the Provincial Department of Food Safety and Hygiene, in 2024, there were 2 food poisoning cases in the province, of which 1 food poisoning case involved more than 30 people.

In particular, recently, one of the cases that shocked public opinion was fake milk companies registering to self-declare in Hoa Binh province. A representative of the Department of Health said that in the past 3 years, 4 branches of these enterprises have submitted registration documents and self-declared a total of 305 products. Specifically, 2 branches located at No. 335, Tran Hung Dao Street, Quynh Lam Ward, Hoa Binh City belong to Hacofood Group Pharmaceutical Nutrition Joint Stock Company and Rance Pharma International Pharmaceutical Joint Stock Company; the remaining 2 branches of Big Four Pharma International Pharmaceutical Joint Stock Company and BFF Medical Nutrition Joint Stock Company are located at No. 10, Da Hop adjacent area, Group 12, Huu Nghi Ward, Hoa Binh City. The Department of Health has inspected the enterprises and coordinated with the Food Safety and Hygiene Department to review records and documents, and at the same time assess compliance with regulations on product declaration and post-inspection process for the above-mentioned milk products. In fact, companies only carry out declaration procedures locally, while production and consumption activities take place elsewhere, making post-inspection difficult.

Discussing this content, comrade Bui Thu Hang, Director of the Department of Health, affirmed that there are "loopholes" in the way businesses announce quality standards in the form of "self-declaration", and post-inspection work also faces many difficulties...

From the reality of the cases of fake food and fake foods being sold in the market and on social networks without quality control, people cannot help but be confused and worried. Ms. Nguyen Thi Hoa, 45 years old, a housewife in Huu Nghi ward (Hoa Binh city) shared: I often buy milk for my family through online sales channels. After hearing the news about fake milk, I was very confused and worried about my family's health. I hope that the authorities will control more closely so that consumers do not have to live in constant anxiety...

More drastic action is needed.

Faced with the above situation, the Prime Minister issued Official Dispatch No. 40/CD-TTg, dated April 17, 2025, on handling the case of production and distribution of fake milk. Accordingly, the Prime Minister requested relevant ministries and branches to strengthen management, promptly detect, prevent and strictly handle acts of production and trading of fake food, including fake milk. The People's Committees of provinces and centrally run cities focus on directing the implementation of reviewing and inspecting the implementation of regulations on ensuring food safety of dairy products in the area, strictly handling violations in accordance with regulations. In addition, strengthening management measures to improve the effectiveness and efficiency of food safety management.

Not only strengthening the management of dairy products, but also in all areas from production, processing to food safety business. In particular, at this time, the province is organizing activities of the Food Safety Action Month from April 15 to May 15, 2025. Along with that, the Provincial People's Committee continues to direct departments, branches and localities to thoroughly grasp and drastically implement the directions of the Central and the province on food safety work. Strengthen inspection, supervision, propaganda and education to raise awareness, identify the responsibilities and actions of Party committees, Party organizations, cadres, Party members and people in ensuring security and food safety in collective kitchens, catering services and street food; resolutely fight to prevent and strictly handle organizations, individuals, production and business establishments violating food safety regulations.

Direct companies, enterprises, business households, food production, processing and trading establishments, especially companies and enterprises with collective kitchens, industrial catering establishments, restaurants, eateries and street food businesses to raise their sense of responsibility and strictly comply with food safety laws...

In particular, each citizen needs to raise awareness of self-protection of health, choose and use food with clear origin, ensuring food safety and hygiene. Actively participate in monitoring, detecting and reporting food safety violations to the authorities.
