Implementing Program 135 (1997-2020) and the National Target Program for socio -economic development in ethnic minority and mountainous areas (2021-2025), the lives of people in mountainous and highland communes of the province have undergone many changes.
The entire province has provided decentralized water supply to more than 10,500 households and invested in the construction of 107 centralized water supply projects.

Sa Ly is a mountainous commune in the province that still faces many difficulties, with approximately 90% of its population being ethnic minorities. In previous years, the people mainly used untreated natural water from streams, having to travel several kilometers to bring water back for daily use.
Since Project 1 of the National Target Program supporting local construction of domestic water supply facilities was implemented, this difficulty has been overcome. Currently, the entire commune has 4 centralized domestic water supply facilities, bringing water closer to the people.
A prime example is the "Centralized Water Supply Project in Nun Village," which began operation at the end of 2024, providing clean water to nearly 100 households. Mr. Ly Van Sang, a resident of Nun Village, shared: "Before, I had to go deep into the forest to fetch water, which was very difficult. Since clean water came to the village, all of my family's daily activities have become much more convenient."
According to Comrade Bach Duc Hong, Chairman of the People's Committee of Sa Ly commune, since 2021, many households no longer have to draw water from streams but can use water right in the village, significantly reducing travel time and costs.
However, these results are not yet truly sustainable. Water supply systems depend on natural water sources, so they do not guarantee a stable water supply year-round. During the dry season (from November to March each year) or during prolonged heatwaves, many households still lack water for daily use.
This situation also occurs in many other communes in the mountainous areas of the province. Bac Ninh province currently has 30 communes with 713 villages in ethnic minority and mountainous areas, of which 164 villages are particularly disadvantaged. The percentage of households with access to centralized clean water remains low.
In response to practical demands, localities are actively reviewing needs to propose appropriate investment solutions. In Sa Ly, the locality has proposed building a large-scale clean water plant, applying modern technology to ensure a stable water supply year-round.
In Duong Huu commune, the authorities also proposed building a clean water plant near Khe Chao lake. For Son Dong and Tay Yen Tu communes, the Provincial People's Committee has approved the policy of transferring two centralized clean water projects from the enterprise to the local authorities for direct management and operation...
According to Mr. Duong Thanh Tung, Director of the Department of Agriculture and Environment, in the coming time, the province will prioritize the development of clean water and irrigation infrastructure in mountainous communes; and at the same time strengthen the renovation and upgrading of reservoir systems to proactively store water during the dry season.
Good news for the people of the communes in the former Son Dong district: the Ministry of Agriculture and Environment has just approved the investment decision for the Na Lanh reservoir project combined with power generation in An Lac commune, with a capacity of approximately 210 million m³. The Provincial People's Committee has directed relevant agencies to closely coordinate with the Investment and Construction Management Board of Irrigation Project 1 (Ministry of Agriculture and Environment) to implement the project, ensuring compliance with legal regulations and creating a basis for its early implementation.
In May 2026, the Department of Ethnic Minorities and Religions, in coordination with other departments, will conduct a field survey in many mountainous communes to assess the current state of domestic water use and propose effective investment solutions to the province, avoiding waste of resources.
With the coordinated efforts of all levels and sectors, along with appropriate policies, the problem of clean water shortage in ethnic minority areas of Bac Ninh province will be gradually resolved, narrowing the development gap between mountainous and lowland regions.
