890 business conditions abolished.

Recently, the Government issued 8 Resolutions to reduce, decentralize, and simplify administrative procedures and business conditions in the areas managed by 7 ministries. Accordingly, 163 legal documents were amended and supplemented simultaneously, including two Government Resolutions, 155 Decrees, and 6 Decisions of the Prime Minister.

With the issuance of these documents, the four core targets set forth in the Central Committee's Conclusion 18-KL/TW have been achieved.

Regarding administrative procedures, 184 procedures were abolished, 134 procedures were decentralized to local levels, and 349 procedures were simplified, bringing the scale of central-level administrative procedures down to 27%. Regarding business conditions, 890 conditions were abolished and 4 conditions were simplified.

The implementation process is expected to reduce implementation time and compliance costs for affected parties by more than 50% compared to 2024. This demonstrates the Government's highest political commitment to building a service-oriented administration that puts citizens and businesses at its center.

Abolish the procedure for collecting and updating biometric information regarding DNA and voice.

Regarding the reduction, decentralization, and simplification of administrative procedures and the reduction and simplification of business conditions under the management of the Ministry of Public Security , the Government has issued Resolution No. 22/2026/NQ-CP, effective from April 29, 2026 to March 1, 2027.

Regarding administrative procedures in the field of registration and management of motor vehicles and specialized motorcycles, Resolution No. 22 decentralizes the authority to handle three procedures from the central level to the provincial police, including the procedure for granting operating licenses, the procedure for renewing operating licenses, and the procedure for revoking operating licenses for smart vehicles.

The resolution also reduces many administrative procedures in the field of issuing and managing identity cards, such as abolishing the procedure for collecting and updating biometric information on DNA and voice into the identity card database at the ministerial and provincial levels; and abolishing the procedure for integrating, updating, and adjusting information on identity cards at the ministerial and provincial levels. In addition, the Government also abolished four administrative procedures at the provincial level.

Regarding the field of electronic identification and authentication, the Resolution also abolishes four administrative procedures at the ministerial and provincial levels, including: abolishing the procedure for granting level 1 and level 2 electronic identification accounts to foreigners at the ministerial level; abolishing the procedure for granting level 2 electronic identification accounts and electronic identity cards to Vietnamese citizens at the ministerial and provincial levels; and abolishing the procedure for granting electronic identification accounts to agencies and organizations at the ministerial and provincial levels.

In order to reduce administrative procedures and investment and business conditions in the field of conditional business management related to security and order, the Resolution also abolishes the procedure for reissuing Certificates of Eligibility regarding security and order at the ministerial, provincial, and commune levels.

In the field of seal registration and management, the Resolution abolishes 3 administrative procedures at the ministerial and provincial levels, and decentralizes 2 procedures from provincial police to commune police: registration of new seal designs; and re-registration of seal designs.

Regarding the management of weapons, explosives, support tools, and fireworks, the Resolution decentralizes administrative procedures from the ministerial level to the provincial level and simplifies seven procedures. At the same time, it reduces, decentralizes, and simplifies 11 administrative procedures in the field of information security and cybersecurity.

In the field of driver's license testing and issuance, the Government abolished one administrative procedure at the ministerial level and decentralized three administrative procedures at the ministerial level. At the same time, it reduced and simplified six administrative procedures in the field of ensuring road traffic order and safety; and abolished four ministerial-level administrative procedures in the field of product and goods quality management.

Simplify the procedure for reissuing the Certificate of Eligibility to operate as a retail petroleum dealer.

Regarding the petroleum sector, according to Resolution No. 19/2026/NQ-CP dated April 29, 2026, on reducing, decentralizing, and simplifying administrative procedures and business conditions under the management of the Ministry of Industry and Trade, administrative procedures for re-issuing Certificates of Eligibility to act as General Agents for petroleum business in two or more provinces or centrally-governed cities will not be implemented; nor will administrative procedures for amending or supplementing Certificates of Eligibility to act as General Agents for petroleum business in two or more provinces or centrally-governed cities be implemented.

Simplify administrative procedures in the petroleum sector.

The resolution also stipulates the simplification of several administrative procedures in the petroleum sector, including: procedures for issuing, amending, supplementing, and reissuing Certificates of eligibility to act as primary petroleum traders; procedures for issuing, amending, supplementing, and reissuing Certificates of eligibility to act as petroleum distributors; procedures for issuing, amending, supplementing, and reissuing Certificates of eligibility to operate retail petroleum outlets; and procedures for issuing, amending, supplementing, and reissuing Certificates of eligibility to act as retail petroleum agents.

For gasoline retail agents, the only requirements for a business entity granted the right to retail gasoline are that it must be established in accordance with the law; and it must own or lease a gasoline retail store with a lease term of 5 years or more, and have been granted a Certificate of Eligibility for Gasoline Retailing as prescribed.
