The Resolution of the Chiềng Sơn Commune Party Congress for the 2025-2030 term outlines three breakthroughs: developing agricultural and forestry economies in conjunction with tourism development; developing production linkages to create stable outlets for agricultural products; exploiting the potential of eco-tourism and community-based tourism, preserving ethnic culture; and reforming administration, digital transformation, and effectively implementing the two-tiered local government model. With the efforts of the Party committee, the government, and the unity of the people, the Party's resolutions are gradually being put into practice, transforming policies into actions and difficulties into driving forces for development.

Comrade Pham Minh Hai, Secretary of the Party Committee of Chieng Son commune, said: The Party Committee has developed action programs and plans to implement breakthroughs; disseminated and implemented the resolution to all Party members in the Party Committee, helping them understand the tasks and targets set for the term. At the same time, it directed subordinate Party committees and branches to issue action programs to implement the resolution, especially to implement the three breakthroughs in line with the local situation, ensuring practicality and effectiveness.

To achieve a breakthrough in the development of agriculture and forestry linked with tourism development; to develop production linkages and create stable outlets for agricultural products, Chiềng Sơn commune actively promotes the transformation of production methods and crop structures, expands cultivated land area, and introduces mechanization into production. At the same time, it provides capital support for people to develop production and business; and directs associations and organizations to act as intermediaries with banks to provide loans to people. To date, the total outstanding loan balance at the Social Policy Bank and the Agricultural and Rural Development Bank is over 112 billion VND, with more than 1,385 households borrowing capital.

Following the policies and directions of the province and commune, households in the area have proactively applied scientific and technological advancements to production, improving productivity, quality, and economic efficiency. The entire commune maintains over 2,000 hectares of annual crops; cultivates 360 hectares of tea; develops over 2,100 hectares of various fruit trees, with a fresh fruit yield of 9,600 tons; and has a total livestock and poultry population of over 136,000 animals.

Mr. Nguyen Van Tien, Chairman of the Board of Directors of Tien Thanh Agricultural Cooperative, said: The cooperative has 5 members, cultivating over 50 hectares of oranges, longan, mangoes, and pomelos. The cooperative has established regulations and requires members to care for fruit trees according to proper technical procedures, ensuring food safety and hygiene. At the same time, it proactively connects with businesses and units supplying fertilizers, seedlings, fruit tree care techniques, and guaranteeing the purchase of output products. Thanks to the strict production process, the cooperative's annual fruit output reaches over 400 tons, generating revenue of 10 billion VND per year.

Regarding breakthrough initiatives in exploiting the potential of ecotourism, community-based tourism, and preserving ethnic culture, the People's Committee of the commune has advised on the establishment of a Steering Committee for Tourism Development to strengthen leadership and coordinate activities. At the same time, they are promoting tourist destinations such as Khò Hồng, Sò Lườn, and Pha Luông; and leveraging resources to invest in and upgrade infrastructure and develop tourism products.

With its pristine and majestic natural scenery, fresh climate, and unique local culture, along with the involvement of local Party committees and authorities in guiding the development of products, services, and community cultural spaces, Chieng Son has welcomed nearly 7,000 tourists since the beginning of the year, generating over 1 billion VND in tourism revenue.

Furthermore, Chiềng Sơn commune has always prioritized administrative reform, digital transformation, and the effective implementation of the two-tiered local government model. The commune has focused on reforming administrative procedures, proactively seeking solutions to overcome operational difficulties, and gradually improving the quality of service and the level of public satisfaction. Simultaneously, it has promoted the development of e-government and digital government; and disseminated information and guided people in submitting online public service applications. As a result, since the beginning of the year, the commune's Public Administrative Service Center has received and processed over 1,000 applications; the rate of online application submissions through the National Public Service Portal has reached over 99%.

With the unity, effort, and concerted efforts of the Party Committee, government, and people, Chieng Son is effectively implementing breakthrough initiatives, contributing to improving the lives of the people and building an increasingly developed border region.
