Hanoi's 'big problem'

DNVN - Chairman of the Hanoi People's Committee Tran Sy Thanh said that high and stable growth is a big "problem" facing Hanoi. Hanoi is determined to create a driving force for development in the Red River Delta and the whole country.

Speaking at the opening ceremony of the "City-level scientific workshop on promoting the highest economic growth in 2025 and striving to achieve double digits in the 2026-2030 period", Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that high and stable growth is a big "problem" facing Hanoi.

According to the Hanoi Institute for Socio-Economic Development, in the period 2015-2024, the capital's growth rate will average 6.6%/year, higher than the national average growth rate (5.9%/year). However, this figure is lower than the Red River Delta (7.9%).

Therefore, Hanoi needs to frankly acknowledge the bottlenecks that are hindering economic development. These include congested urban transport infrastructure, unsynchronized regional connectivity, and cumbersome and complicated administrative procedures in some areas.

At the same time, the digital transformation process has not really spread strongly to all people and businesses; high-quality human resources are still lacking, especially in high-tech, artificial intelligence and modern service industries.

Hanoi is facing increasing pressure from environmental pollution due to rapid urbanization. Energy infrastructure has not kept up with the demand for industrial development and green economy...

“Hanoi affirms its highest political determination to not only overcome difficulties but also turn challenges into opportunities, making Hanoi the economic locomotive of the whole country,” said Mr. Thanh.

According to the Chairman of the Hanoi People's Committee, Hanoi is actively implementing the Capital Law, Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; adjusting the Capital Master Plan to 2045, with a vision to 2065.

This is an important institutional development foundation to create new development space and new resources; paving the way for breakthrough changes. Thereby, contributing to realizing the aspiration of making Hanoi become the leading economic, cultural, scientific and technological center in the region.

To achieve the highest growth target in 2025 and strive for double digits in the next period, Hanoi relying only on traditional drivers such as public investment, exports and domestic consumption is not enough.

“We need to fully exploit new breakthrough drivers, take advantage of the golden opportunities that the era is bringing to accelerate and break through to the finish line. At the same time, it is time to prepare a solid foundation to be ready to enter a new era.

As the second largest economic center in the country, Hanoi not only strives to achieve growth rates exceeding the average but is also determined to create a driving force for development in the Red River Delta and the whole country," Mr. Thanh emphasized.

At the workshop, some opinions said that Hanoi needs to focus on improving the efficiency of the investment capital it has attracted, especially public investment capital. Continue to pay attention to investment and improve efficiency in the service sector.

At the same time, it is necessary to review service industries to take full advantage of available potential opportunities, accelerate the service industry, and promote digital transformation of enterprises.
