The Ministry of Education and Training has just issued Circular No. 18/2024/TT-BGDĐT stipulating that the Education Program meets the needs of learners; updates knowledge and skills, and transfers technology.

According to the Circular, the Education Program meets the needs of learners; updates knowledge and skills, and transfers technology (collectively referred to as the Education Program that meets the needs of learners) in order to create learning opportunities for learners who need to update and supplement knowledge and skills necessary for life, production, and the adoption of new technologies, economic development to generate income, and improve the quality of life for themselves and their families; to meet the requirements of raising the intellectual level of the population, cultivating human resources of the locality, and the needs of continuous and lifelong learning for all; and to contribute to building a learning society and sustainable community development.

The educational program meets the needs of learners, contributing to the continued development of essential qualities and competencies for learners in life relationships, self-learning abilities and a lifelong learning mindset, and career orientation suitable to their abilities, conditions, circumstances, family, and society.

The Education Program, issued under this Circular, is intended for continuing education institutions and other educational institutions to meet the learning needs of people in the community, contributing to raising the intellectual level of the population and building a learning society.

The specific education program is divided into 8 areas.

The educational program, designed to meet the needs of learners, includes specific educational programs in various fields:

1. Legal Education Program.

2. Cultural and Social Education Program.

3. Environmental Protection Education Program.

4. Health Protection Education Program.

5. Economic Development Education Program.

6. Life skills education and psychological counseling program.

7. Career and Entrepreneurship Education Program.

8. Community-based digital transformation education program.

Specific educational programs in each field ensure that learners are provided with fundamental, practical, and useful knowledge content, enabling them to apply the knowledge and skills learned to solve life's problems, contributing to personal development and improving the quality of life.

The teaching and learning methods of the Education Program are organized in an open and flexible manner, with many diverse forms to meet the needs of learners. Based on the content of the topics and the target learners, teachers and presenters can choose and organize learning in various forms, including: in-person learning, fieldwork, learning through training sessions on science and technology transfer, direct talks, integration through club activities, group activities, field trips, competitions, learning via radio and television; and providing learning materials such as leaflets and brochures for learners to self-study, read, and research books, newspapers, and documents to enhance their knowledge.

The assessment of student learning outcomes is carried out according to each specific educational program. Learning outcomes for each specific educational program, across various educational fields, are assessed using a Pass or Fail rating system.

Learners who complete a specific educational program and pass the required tests are awarded a Certificate of Completion.

This Circular shall take effect from January 14, 2025.
